2635757 Primary Facility 2017-09-06 Routine/Complete Inspection No Violations Noted On September 6, 2017, the Department conducted a routine inspection at the Repsol Oil and Gas USA LLC (Repsol), Dewing R 05-100 Well Site in Warren Township, Bradford County. Andrew Hobbins represented the Department. Workers for Repsol and Control Tech Inc. were on site during the inspection.

A workover rig was recently on site. The pad was mostly covered with plastic liner that served as secondary containment. Thirty-six frac tanks were on site for the work that was being performed. Liquid within secondary containment that held five frac tanks tested high in specific conductivity. The water had a conductivity reading of 4.34 mS/cm. The Department recommends removing the liquid from the containment and properly disposing of the material. No instances of elevated conductivity were observed outside of containment.

The slopes of the well pad were mostly well vegetated. The eastern fill slope continues to have areas that lack vegetative growth. The areas were temporarily stabilized with mulch.

2675838 Primary Facility 2017-12-27 Routine/Complete Inspection No Violations Noted On December 27, 2017, the Department conducted a routine inspection at the Repsol Oil and Gas USA LLC (Repsol), Dewing R 05-100 Well Site in Warren Township, Bradford County. Andrew Hobbins represented the Department. Nobody was present for Repsol.

The wells were being flowed back during the inspection. There were 21 frack tanks on secondary containment and one roll-off container filled with miscellaneous waste from fracking operations (liner material, food waste). All puddles on the liner and the pad were frozen. No staining or discolored snow was observed on the well pad. Three wells were in production phase during the inspection. Three GPUs and two production tanks were in secondary containment. The stormwater within the containment was frozen so no conductivity readings were taken. Small oil stains were observed at the southeastern edge of the pad underneath a piece of machinery. The Department recommends placing containment trays underneath equipment when not in use.
