2790054 Primary Facility 2018-10-10 Routine/Partial Inspection No Violations Noted ~20' onto the pad from the access gate, gravel has dark staining, and a puddle has a cream color substance floating on it (photo 3). I used a MiniRAE 3000 Photo Ionization Detector (PID) and got readings of 3.0-6.0 ppm (photo 2) from above the stained area, indicating that volatile gas is present. Apparently, there is some residual hydraulic oil on the pad surface, which is a violation of SWMA 301.

I spoke with Ben Younkin & Kris Perritt (both Repsol) by telephone; they explained that a hydraulic oil release (~1 gallon) happened in the area that is stained, which Repsol reported on September 20, 2018. They planned to apply absorbents and cover the area with plastic tomorrow, then excavate to remove the affected pad material in 2 days (Friday October 12, 2018). I used an Oakton PCSTestr 35 to get readings from pooled liquid on site. A puddle on the pad surface near the production tanks returned a 0.35 mS/cm reading. 2790568 Primary Facility 2018-10-17 Follow-up Inspection No Violations Noted Repsol excavated to remove some of the pad surface that was stained by a reported hydraulic oil spill. I used a MiniRAE 3000 PID to check for volatile gases above the excavated area; it did not detect any.

I got a 0.13 mS/cm fro a water puddle near the center of the pad using an Oakton PCSTestr 35 today. JLP
