A tank had been removed from the tank battery, this tank had holes in the bottom of it. Inside the tank battery where the tank was removed revealed brine and an oily substance. All contaminated soil will need removed from the site and disposed of in the proper manner. The site will then need remediated with good soil, seed and mulch. To allow vegetation to grow and prevent erosion. The county inspector will be notified when the cleanup starts at 740-328-7052. The identification of the wells will be fixed to include the current owner of the wells. A new State Law was signed into law by Executive Order, Rules 1501:9-8-01 and 1501:9-8-02. This is an incident notification rule where spills, releases and other incidents must be reported immediately to the single point of contact 1-844-OHCALL1. |

The area around the water was riddled with cow/horse tracks. I tested the standing water along the edge with a quantab and the result of the strip was chlorides upwards of 3693 ppm. There was also a significant scald downslope of the dike, encompassing an area of 125 by 25. The tank was not adequately identified with the companies name and telephone number. The brine water shall be disposed of properly, all brine impacted soil shall be removed and disposed of in a proper manner, new soil shall be brought in to replace what was removed and all affected areas shall be seeded and mulched. Proper identification shall be posted at the tank battery with all the information required by the State of Ohio. I spoke with the owner/operator of this well Bart Kasler and notified him of the impending notice. We discussed the necessary steps to remediate this notice. He plans on removing the dirt and disposing of it at the landfill in Nelsonville, Ohio. He then plans to fill the area with clay and remediate the area below the dike. He is also considering placing a fence around the tank battery. |
