The inspection was conducted in response to a spill reported to the DEP Report hotline by Nathan Harris (PGE). It was reported that at approximately 0900 a vac truck that was moving produced water from a production tank had "collapsed". The tank was estimated to have had 25 barrels of liquid inside when it collapsed.
DEP WQS, Jonathan Pennings and I arrived onsite at 1215 hours. When we arrived the truck was still in place and crew was observed sucking up fluids from the pad surface. We observed the vac truck(see photo #1) and the impacted area (photo #2 & 14). Puddles and slush mixes were field measured with a PCSTestr returning readings ranging from ~2.0 ms/cm to ~15.0 ms/cm (see photos #3, 4 & 5).
