2835726 Primary Facility 2019-02-05 Incident- Response to Accident or Event No Violations Noted Travis Sterling (Repsol Well Tender) called the DEP Monday February 4 (yesterday) to report an estimated 9.5 barrels of production liquid into secondary containment. I spoke with Sterling by telephone was explained the following: he discovered the broken pipe (photos 2 & 3) yesterday morning ~0930, and figured the pipe broke 2 or 3 days ago. ResourceEnvironmental arrived yesterday to take electrical conductivity (EC) readings from the liquid, and collect samples near the load point where they found some yellowish snow. A vac truck arrived last night and removed ~19 barrels of liquid from the secondary containment. When the rest of the ice melts, they plan to remove the remaining liquid.

Today I took EC readings with an Oakton PCSTestr 35. Inside the containment is 0.13 mS/cm, on the pad surface at the load point is 0.09 mS/cm. I did not observe any signs that the containment is leaking, or any production liquid escaping. Dan DiCamillo (DCNR) arrived during this inspection. Air temp 48F, sunny JLP
