Met with Rockdale Marcellus representative Jimmy Larson on location at time of inspection. Rig was in the process of rigging up to begin air drilling the 17 1/2" hole for the surface casing. There are 3 holes on the pad that this rig is intending to drill and cement surface and intermediate casing. Rig was beginning to run in the hole to start drilling at time of inspection. Conducted a walk around inspection of location. No violations were noted at time of inspection.
2750183 Primary Facility 2018-07-10 Drilling/Alteration No Violations Noted The weather is 85 Deg. F and sunny at the time of inspection. Routine inspection of Rockdale Marcellus LLC., Guillaume 714 Pad, well # 6H on July 10, 2018.

Currently drilling production section (8-3/4" hole size), current depth is 3,214 ft. Verified cement PTRs (surface and intermediate strings), cement samples, permit, BOP, WOC time and driller's log. No violations are noted at time of inspection. Wellsite looks neat and well organized. DEP Representative - Ulyana Trynovich, Richard Becher, Oil and Gas Inspectors. Rockdale Marcellus LLC. 2752941 Primary Facility 2018-07-16 Routine/Complete Inspection No Violations Noted Weather was 88° and sunny at time of inspection. Met with Rockdale Marcellus representative Luke Chesner and Matthew Knight on location. Rig was currently in the process of moving from the 4H well to the 2H. Once drilling was complete the well was loaded with 12 lb. oil based mud and a retrievable plug was set in the intermediate casing. The Patterson 714 rig will complete the well in the coming weeks. No violations were noted at time of inspection.
2760478 Primary Facility 2018-08-06 Routine/Complete Inspection No Violations Noted Weather was 74° and sunny at time of inspection. Met with Rockdale Marcellus representative Danny Brooks on location. Rig was in the process of drilling the 8 1/2" hole for the production casing. They were estimating to TD the hole early in the am 8/7/2018. No violations were noted at time of inspection.
2762760 Primary Facility 2018-08-13 Routine/Complete Inspection No Violations Noted Weather was 74° and raining at time of inspection. Met with Rockdale Marcellus representative Danny Brooks on location. Rig had completed drilling and cementing the production casing on 8/9/2018. Reviewed the cement job log and no discrepancies were noted at time of inspection. When completed a nightcap was installed and the rig skidded over to the 4H. No violations were noted at time of inspection.
2763043 Primary Facility 2018-08-01 Routine/Complete Inspection No Violations Noted Routine Inspection; 8/1/2018.

I entered the site at 10:30 and inspected the stormwater controls along the access road. The area is well vegetated and temporary E&S controls are in the process of being removed. On the well pad, I talked to Mr. Carrasco (rig manager) from Patterson -UTI and we walked the site. At the time of the inspection, the BOP stack was installed on the Guillaume 6H (117-22003) but flow line was not yet connected. The derrick was up but cuttings management/backyard is still being rigged-up. Containment is in good condition and the wooden rig mats are also in good condition. Drilling additives and potential contaminants are stored in containment or have additional individual containment/cover. After walking the site, I talked to Danny Brooks (company man) and discussed the containment, maintenance, and the other two wells planned for the site. Overall, the site is in good condition. No violations noted.

2765052 Primary Facility 2018-08-20 Routine/Complete Inspection No Violations Noted Weather was 66° and cloudy at time of inspection. Met with Rockdale Marcellus representative Jim Tracey. Well was shut in at time of inspection. Well was now covered with the catwalk while the 2H well is completed. Cellar conditions did not appear to have changed from previous inspection. Conducted a walk around inspection of location. No violations noted at time of inspection.

2778817 Primary Facility 2018-09-24 Routine/Complete Inspection No Violations Noted Weather was 62° and sunny at time of inspection. Met with Rockdale Marcellus representative Luke on location. Well was shut in at time of inspection. There were no annulus vents plumbed to surface at time of inspection. Crews were on location preparing it for stimulation operations. 2809214 Primary Facility 2018-11-29 Routine/Complete Inspection Pending On 11/29/18 an inspection was conducted to assess site conditions and to check on the progress of the cleanup of a spill reported on 10/24/18 (CTS# 337795). No Rockdale reps were present upon arrival on location. At the time of the inspection, fracing operations had been completed & the wells were flowing back. A small battery of tanks on secondary containment were present near the well heads. The secondary containment from the frac had already been removed. A large aboveground storage tank (AST) is present on the NE corner of the pad. The tank is double-walled and plastic-lined. The SE corner of the pad was being excavated at the time of the inspection. Adjacent to this area of excavation were multiple roll-off containers containing excavated soil. In another area between the frac tank battery near the well heads & the AST, 2 more roll-off boxes were present. A separate area appeared to have been excavated adjacent to the AST on the NW side. 2821943 Primary Facility 2019-01-03 Administrative/File Review Violation(s) Noted Samples were received from sample ID numbers 0718-003 and 0718-004, collected on 11/29/18. Sample 0718-003 was a liquid sample collected from the pad surface on the west side of the AST on site in an area that had been recently excavated. Sample 0718-004 was a liquid sample collected from the pad surface on the east side of the AST. The results of the analysis of these samples show elevated levels of strontium, barium, and chlorides which indicate a release of wastewater to the pad surface at both locations on the pad.

The Department recommends reporting spills or releases within 2 hours of discovery.

The Department recommends that Rockdale pursue Act 2 due to the unknown volume of the release.
