The wellhead and battery are located within the Beachmont Country Club facility on Chagrin Blvd. Access to the wellhead and battery are from the multi-use driveway shared with the facility. There is no dedicated access road. The wellhead is fitted with a mechanical plunger lift system and is located in a locked and gated chain-link enclosure. The fittings and connections are intact and appear functioning normally. The tank battery is comprised of 2 100-barrel low-boy production tanks, 1 100-barrel brine tank, and separator unit in a chain-link enclosure. The interior areas are in good condition and free from signs of leakage or problems. Spacing of elements meets requirements. Process safety gear (spark arrestor, low-pressure relief valve, carbon filter) are present. The secondary containment is intact and free from fluids. Enclosure gates are locked. I did not observe any problems at the time of this inspection. |

Fittings and connections at the wellhead are secure and free from signs of leakage or problems. Areas around the wellhead and battery are comprised of grassy vegetation and various piles of sand and other material being utilized by the country club. I observed the following maintenance deficiency: The lids on two of the production tanks are missing the wing nuts and are not capable of sealing. Ive notified Mark Smith with PEP Drilling Co. about the deficiency. He indicated these items would be addressed as soon as possible. |

Upon inspection, I observed the following; an estimated two to three barrels of crude oil leaked from a hole in the stock tank, and impacted the battery interior area. The leaked oil was confined within the secondary containment. I walked the areas beyond the secondary containment, including the low-lying areas down-gradient of the battery and observed no signs of migration of oil beyond the secondary containment. Contractor Scott Miller and his crews were on location and beginning clean-up. Scott reports that free oil and oil-impacted gravel ballast material was to be removed and replaced along with the stock tank and brine tank. Those remedial efforts were continuing throughout my inspection visit. I will follow-up after the remedial measures have been completed. |
