0129582718 2018-01-31 Plug / Plug Back No Violations On the day of this inspection, I found a plugged oil and gas well with a pipe rack and other piping still on the well site. Well is still not in compliance and does not meet Final restoration requirements. I called former Circleville Gas Company operator Bob Wray he stated that he sold the company to a Dave Henson and he did not have a contact phone number for him and Circleville Gas Company has went bankrupt. I will try to locate a contact phone number for Dave Henson.

Hay has been applied to the entire location. The Notice of Violation has been resolved. The Final Restoration will not be approved until vegetative growth has been observed. A Final Restoration inspection will be conducted later this summer to check status of vegetative growth.

At the time of the inspection, RBDMS showed the well status as PR. Mr. Bob Ray, the well owner, will be contacted by telephone regarding this inspection.
1924645263 2010-07-20 Administrative Inspection No Violations Called Mr. Bob Wray today, on his cell phone, at 9:35 a.m. and provided him with the contact information for the landowner of property containing delinquent final restoration. He was informed of two requirements: remove pipe racks and restore/or provide waiver for gravel lease road (from entrance to a Y location.) Emphasized to Mr. Wray the importance of completing this restoration to avoid further enforcement action being taken by the Division. Mr. Wray stated that he would get this taken care of for me. A courtesy notice for a non-related well in Morgan Co. requiring the casing to be cut and ID plate installed was also brought to Mr. Wrays attention. Mr. Wray acknowledged the well site and stated money had been paid to individual to perform the work. Note: During our conversation, Mr. Wray states that he no longer owns Circleville Oil & Gas; And company is in bad financial trouble and will never shine.
