I met with Rick Reeve (Beck Energy), Kelly Daily (contractor) and Patty Murphy (landowner) regarding At the time of my inspection a pressure gauge attached to the well head master valve indicated 1300 psi. Mr. Reeve carefully removed the valve and I witnessed the gauge fall to 0 psi. The existing valve had a slight leak. The well head was briefly opened to clear any debris causing the leak. Mr. Daily and Mr. Reeve attached a nipple and new valve to the well head and reinstalled the plug and gauge to prevent any vandalism.
The plan moving forward was for Mr. Daily to return to the location with equipment to attempt to locate the former domestic supply connection and reconnect it to the well. Mr. Reeve requested an extension on the compliance notice to plug the well in order to evaluate the potential to serve as a domestic supply for the landowner. -up on the domestic connection to determine the viability of the well for domestic supply. |

RBDMS indicated the last reported production was 1989. The well location remained stable with mature vegetation. Assisted by handheld GPS and a machete, I located the well through thick grass and brush. I did not observe any evidence to plug the well. The owner still had not posted identification. The 4.5 production casing remained equipped with a swage and 2 ball valve. No plug was present in the valve. The flow line riser remained above grade and disconnected from the well-head. No plug was present in the valve. I placed a pink line locator flag at the well head to assist in later locating. I spoke with surface owner Patty Murphy while on location. Ms. Murphy stated that she had not utilized the well for a domestic source for years. This statement was confirmed by a propane tank located near her house. Additional enforcement action is requested. |

No leaks were observed. No identification was present. No meter was present at the well head. I identified the connection at the house and found no meter there, only a pancake valve. I will follow-up with company representative Rick Reeve concerning posting identification. |
0534954430 | 2010-03-29 | Salt Water Injection Well | No Violations | Inspect the wellsite at Tom Tomastiks request because the well has been permitted to convert the existing Clinton well into a brine injection well. My inspection revealed that the closest residence is approximately 60 yds Northwest of the well head. There are three other residences that are located approximately 134 yds , 127 yds , and 148 yds North and Northeast of the well head. There are no residences located in the vicinity of the south side of the wellsite. There is a small pond approximately 18 yds Southeast of the well head ( pond has recently been constructed) . Be advised that I didnt have a map or diagram showing the location of the proposed storage facility in relationship to the well head and the property lines. I had a copy of the construction details for the storage facitlity which appears to be adequate at this time. Note: This wellsite has an outstanding NOV for being an idle well. The remedial action required by the NOV was to either produce or plug the well. The operator hasnt produced this well for years because of some down hole issues with the tubing being hung in the hole. |

Due to mature vegetation, I was unable to locate the well in the field during this inspection. While on location I called and left a message for David Beck. On 7/13/2017, Mr. David Beck returned my call. I spoke with both David and Raymond Beck concerning the status of pluggging well #2-1285. David and Raymond stated that the current plan was to have Mr. David Mattick bring in a service rig to put the well back into production this summer. He continued that he did not have a scheduled date, but would contact Mr. Mattick to determine a date. We agreed to communicate again in one week to determine a schedule. |

The pumping unit has been removed from the well and the tank battery has been removed. All the operating equipment on the wellhead is rusted and has the appearance of no activity for quite sometime. There are bushes and trees growing around the wellhead area. I checked RBDMS for production records and found that the last reported production was in 1989. The wellhead has domestic gas equipment so I talked Pam Murphy ( landowner ) and she advised that they havent used domestic gas since the end of 2004 or possibly the beginning of 2005 because they ran out of domestic gas. Since this well is not being used for domestic gas it is considered an idle well . The operator must plug or place the well back into production. The well is in violation of CH.1509.12 O.R.C. ( idle well ; incapable of production ). The operator needs to conduct remedial actions by September 15th , 2008. |

I will schedule to follow-up on the connection to monitor the ability of the well to supply the landowner. |

I called on 10/31/2017 and received a voicemail box is full message on Mr. Maddocks cell phone. I called and spoke with Mr. Maddock on 11/02/2017. Mr. Maddock explained that he was interested in purchasing well #2-1285 to place back into production but had been working on other projects and that evaluating well #2-1285 had not been high on his priority list. Mr. Maddock requested an extension until 11/23/2017 to evaluate well #2-1285 for future production. On 11/27/2017, I conducted a follow-up inspection on well #2-1285. I did not observe any evidence of activity at the well location. No identification was present. The 4.5 production casing remained equipped with a swage and a valve in the closed position. I did not observe any leaks. I met with surface owner Patty Murphy and Ms. Murphy stated that she had not seen any activity since my last inspection. While on location I called and left a voicemail with Dave Maddock to inquire about the status of well #2-1285. |

I called and spoke with Beck Energy representative Rick Reeve concerning the status of connecting the well as a domestic supply. Mr. Reeve reported that the connection was delayed due to the landowner scheduling a new furnace installation. Mr. Reeve and I discussed testing the well for sustainability. Mr. Reeve agreed that a test would be prudent, but communicated his concerns that an extended test may cause formation water to flood the wellbore and require a swab rig to clean the well up. Mr. Reeve and I scheduled a meeting at the well to document the static surface pressure and to conduct a open flow test. At the time of my inspection I met Mr. Reeve on location and observed the casing pressure gauge indicate 1300 psi. Mr. Reeve opened the well to atmosphere for one minute before shutting the well. After the test, the pressure had decreased to 1290 psi. After a five minute recovery, the casing pressure had increased to 1295 psi. Landowner Patty Murphy was on location to witness the test and discuss establishing the domestic connection with Mr. Reeve. Ms. Murphy communicated that she was making her best effort to facilitate establishing the connection. I will continue to follow-up with Mr. Reeve and Ms. Murphy to document the status of the domestic supply connection and well transfer. |
