1213770072 2012-01-31 Production Wells No Violations A follow-up inspection was conducted to verify the status of multiple wells located on this property, which had been referenced within a West Region enforcement case file. During the inspection, it was noted that the well was idle. The well consisted of a pumping unit with a motor and no belts, rods, tubing, 5.5 casing, and no connection into a tank battery. A string of steel 7 diameter casing was also observed stacked near the well location. The well was not leaking at time of inspection, but did contain an old oil stained path on the ground surface that extended from the wellbore. The measurement was approximately 50 x 20 with no observed offsite impact. The tank battery consisted of (1) 100 bbl with an identification stating Hoyt-Parrill & Co. and Permit Nos. 4607, 4608, 4609 and 4610 and a horizontal saltwater tank at approx 150 bbl at full fluid capacity. A GPS reading was obtained and recorded for the well. Note: The enforcement case file for wells located on this property date back to the mid-1990s. This case will be discussed with Division Management.
1328037894 2012-05-11 Administrative Inspection No Violations At 11:34 am, I received a call from Mr. Frank Paniccia, the landowner and alleged well owner, stating that his employee Mr. Randy Ayers had scheduled an appointment with an oil guy to reopen the wells. Mr. Paniccia further stated that he told Randy not to mess around and get the locations cleaned up.
1525690942 2015-06-11 Production Wells No Violations Inspect well as part of a status check accompanied by Division Intern Brittany Hupp. The well was equipped with a pumping unit but no motor. Thick vegetation/brush has overtaken the well and pumping unit. Oil has leaked from the well and run down slope approximately 60 feet. The ground surface near the well was heavily saturated in crude oil. Photos were taken of the well and oil leak. The tank battery consists of (1) 100 barrel tank and (1) 150 barrel horizontal brine tank. Identification on the 100 barrel labeled Hoyt-Parrill & Co. with permit numbers 4607, 4608, 4609, and 4610. Photos were taken of tank battery for documentation purposes. Division Management/Legal will be consulted before further enforcement action is taken. Time of inspection: 12:57 PM.
