He was informed that a complaint was received on this well today. He stated that the well made a lot of water and would like to test AD. Further stating that if it were to fail the required test, he would plug and abandon. An inspection revealed that the well is idle. The well consisted of pumping unit with engine, belts, cylinder head. The bridle was attached and weights installed on the beam. The AD remains disconnected. A 2 black plastic line was found connected from the pumping tee to a 100 bbl tank with no knockout. Unable to tell if the valve from pumping tee was open. The valve on casing at the well head was found closed (on left side). On right hand side, the valve was found open with 1 black plastic routed to the engine. Two propane tanks were also observed near the engine location. At the tank location bare areas were observed inside and outside the earthen dike. Deer tracks and signs of sodicity were observed. Measurements were approximately 25 x 10 outside/inside and behind tank; 20 x 10 and 25 x 10 along the sides. High Range Quantabs revealed 4.2 units inside the dike, which equals 1079 ppm (mg/L) Cl-. 5.0 units, 1516 ppm (mg/L) Cl- were observed outside the dike. The dike will need to be repaired. Note: A second 100bbl tank located outside the dike and not connected. The production records, in RBDMS, for this well were reviewed and showed that 1995 was the last year of production. It was also noted that the well had been transferred from Paul Grim to Chieftain Energy in 2001. Moreover, Chieftain Energy is in violation of ORC 1509.11 for failing to submit a statement of production of oil, gas, and brine for 2007 and 2008. A complaint was received by DMRM alleging non-production. An inspection revealed that the well is idle. Plug or produce this well. Bare areas were observed inside and outside the earthen dike.
