1062991145 | 2014-11-21 | Exempt Well Pre Transfer | No Violations | I conducted an exempt well, pre-transfer inspection of this Berea well. My inspection found a 4.5 wellhead threaded to a plate that is bolted to the 8.625 surface casing. 1.5 tubing is in the hole and spotted at an unknown depth. The tubing is equipped with a gate valve and the valve is closed. The production line off the top of the tubing is disconnected. There is a 1 plastic line running from the wellhead supplying domestic gas to the residence. There is no associated surface or production equipment that would allow commercial producing operations. A Compliance Notice (#1392922561) was issued to Seagull Development Corp. on 2/24/14 for ID and non-production violations. I found no other compliance issues with this well. |
1392922561 | 2014-02-04 | Production Wells | Violations Noted | I inspected this well at the request of the Uniontown office to check the idle status of this Berea Sandstone well. Viking Resources plugged this well back from the Clinton to 677 and transferred ownership to Seagull Development in 1987. Based on production records, this well has not produced commercial quantities of oil or natural gas since 1989. My inspection found a 4.5 wellhead threaded to a plate that is bolted to the 8.625 surface casing. 1.5 tubing is in the hole and spotted at an unknown depth. The tubing is equipped with a gate valve and the valve is closed. There is a 1 plastic line running from the wellhead and I was unable to determine if this was a domestic line supplying, or once supplied gas to a home on the property. There is no ID posted at the wellhead as required by law and no associated production equipment is on location. Based on the fact that no commercial production has been reported from this well in 25 years, Seagull Development will, within 180 days, obtain a plugging permit as required by section 1509:13 of the Ohio Revised Code and properly plug and abandon the well in accordance with section 1501:9-11 of the Ohio Administrative Code. Failure to comply with this notice may result in further administrative action including bond forefeiture. |
2143673282 | 2017-04-27 | Production Wells | No Violations | Follow-Up to Compliance Notice #1392922561 for violations of OAC 1501: 9-9-05(A)(10) for failure to legibly identify the well and ORC 1509: 12(B) finding that the well shall be plugged. I conducted an Exempt Well Pre Transfer inspection of this well on 11/21/2014 and would have satisfied the outstanding violations and removed the well from Seagull Development Corporations bond, but the transfer was denied by Columbus due to improperly filed paperwork. As of the date of this inspection, Seagull Development Corporation (SDC) has been unresponsive to the Divisions request to submit the proper paperwork for ownership transfer and has failed to address the outstanding violations cited on 2/24/2014. These violations continue. |
