On site for a new spud inspection. Met with Minichi drillers Keith Bowman and Ralph Dewald. Minichi Contracting Group was on site to drill and run the conductor pipe in the Dropp 1H, 2H, 3H, 5H, 6H and Gremmel 3H wells. There were two rigs on site, one rig was drill and running the conductor pipe in the Gremmel 3H and was at a depth of 31'. The other rig was drilling the mouse hole on the Dropp 1H. The Dropp 1H was completed at 88'. The Dropp 3H was completed at 55'. There is one existing well on site, the 4H that is in production. I took a walk around the location and there were no obvious concerns noticed. There were no violations noted.

2831755 Primary Facility 2019-01-25 Drilling/Alteration No Violations Noted At time of inspection.

Met with company man Tom Fooshee. Falcon 24 was on site to drill and run the surface and intermediate casings. They were WOC on the intermediate casing of the 1H when I arrived on site. There is one existing well on the pad that is in production and six new wells to be drilled. I took a walk around the location and there were no obvious concerns noticed. There were no violations noted.

2855634 Primary Facility 2019-03-06 Incident- Response to Accident or Event Viol(s) Noted & Immediately Corrected I arrived at the site at 10:54 in response to a reported spill of (10) gallons of antifreeze to the pad surface. The weather conditions are partly sunny skies, breezy and quite cold, with temperatures in the range of 15-20 degrees Fahrenheit. I met with Mike Deming, Senior Regulatory Analyst of SWN, and Kevin Heathcock, well site supervisor, and consultant of SWN. Southwestern Drilling Company (SDC) Drilling Rig # 43 is on the Dropp 1H well at a current drilling depth of (4,419) feet. SWN submitted a Drilling Resumption After Break of 30 days or more notification to the Department on 2/25/19. The notice indicates SDC 43 will be re-entering the Dropp 1H well on 2/27/19.

Mr. Heathcock and Mr. Deming provided me with the following details regarding the spill incident and site activities. The well is currently being drilled with water based drilling mud.
