I did not see any standing liquid or unconfined waste on site, and did not get any electrical conductivity readings. Air temp: 20F. JLP

2694952 Primary Facility 2018-02-14 Drilling/Alteration No Violations Noted Packer set on 18 5/8 surface casing due to a coal stream being present packer was set as a precautionary. Cement job was good and had returns to surface on all set casing strings.

I got electrical conductivity (EC) of liquid on site with an Oakton PCSTestr 35: on containment 0.38 mS/cm, on pad surface 0.35 mS/cm. Air temp 60F. JLP

2703319 Primary Facility 2018-03-09 Routine/Partial Inspection No Violations Noted I spoke with Jack Burns (OSR) who explained they are drilling the third (11H) of six Marcellus Shale wells at this site, using gel/water. Patterson 805 (photo) is approx. 2,100' depth in the 11H today.

I walked around the pad with Tory Rodgers (safety). Most of the site is snow covered today. I got a 0.55 mS/cm from a small liquid puddle on the pad. Air temp 32F. JLP

2706744 Primary Facility 2018-03-15 Routine/Complete Inspection No Violations Noted I met Pat Bauer when I arrived on-site. Patterson-UTI rig #805 on location at 15725' on the 11H well, with a TD of 16300'. Containments looked good, rig mats were fairly clean and free of liquid. Some drill cutting in the backyard were on the rig mats, but overall this area was also clean. Chemical storage areas were also well kept.

2766225 Primary Facility 2018-08-22 Routine/Partial Inspection No Violations Noted I walked around the site, and took electrical conductivity readings with Repsol's Ralph Babcock (HSE). He used a Hanna meter, and i used an Oakton PCSTestr 35 meter. The highest readings from liquid on the pad surface were: Oakton 0.90 mS/cm, Hanna 0.70 mS/cm from the same puddle.
They started hydraulically fracturing Marcellus here Sunday August 19, 2018.  JLP
2784242 Primary Facility 2018-10-03 Routine/Complete Inspection No Violations Noted I met Ralph Babcock and Billy Watts on the site. Repsol is zipper fracing the wells on the site, and has 5 stages remaining on 3 wells. Ralph estimated that the frac would be complete by Friday. All visible containments were in good condition, and all regulated substances were in separate secondary containments atop primary containment. In spite of recent heavy rain, very little water was present on containment; 3 vac trucks have been on the site working continuously through the frac. Overall housekeeping was excellent.
2786098 Primary Facility 2018-10-09 Site Restoration No Violations Noted I spoke with Murray Kush (Site Supervisor). He explained that they will be drilling out plugs in preparation of flowing back the sand & fracturing liquid in the 6 Marcellus wells on site, which should take about 3 weeks.

Repsol submitted a Post-drilling Well Site Restoration Report for this site on June 21, 2018. The DEP is returning it because temporary equipment remains on site (78a.65). I took electrical conductivity readings from pooled liquid on site with an Oakton PCSTestr 35; the highest reading from liquid on the pad surface was 0.70 mS/cm on the SW corner of the pad. JLP

2804329 Primary Facility 2018-11-16 Routine/Partial Inspection No Violations Noted I spoke with Tony Baker (Repsol) on site. He said they will be on site for flowback until around the New Year.

I got electrical conductivity readings from pooled water on site with an Oakton PCSTestr 35. Most of the pad is snow covered. 2 spots with water in ruts on the pad were 0.52 & 0.55 mS/cm. Air temp 35F. JLP

2819516 Primary Facility 2018-12-26 Routine/Partial Inspection No Violations Noted I took electrical conductivity readings from pooled water on site with an Oakton PCSTestr 35. A puddle near the production tanks returned 0.67 mS/cm.

I spoke with Mike Lorson (Trilogic) on site. He said Repsol is preparing to remove the 2 Dyna storage tanks (photo 2). Air temp: 34F JLP

2830039 Primary Facility 2019-01-22 Routine/Partial Inspection No Violations Noted Vac trucks are taking production liquid from the 500 barrel tanks on this site to Repsol's Cabrio pad to hydraulically fracture the Marcellus wells there.

I did not take electrical conductivity readings because i did nto see any pooled liquid on site. Air temp 19F JLP

2834333 Primary Facility 2019-01-31 Routine/Complete Inspection No Violations Noted I did not take electrical conductivity readings because there is no pooled liquid on site (all frozen).
