During the onsite inspection the brine tank appeared to be sound condition and no observation of onsite mixing was observed by the Department. This complaint is being forward to Waste Management for follow up at the waste disposal facility listed in the complaint. |

All of the production equipment is located on the right side of the well site, which is the cut slope. The slope is approximately 10’ in height, gradual and opens up into a large meadow. When the Department arrived on site WQS Steingrabe observed a vapor emanating from the top of a plastic tank connected to the dehydration unit. Combustible gas readings were taken by ERT staff near the production equipment, specifically the 800 gallon opaque plastic tank, which appeared to be attached to the dehydration unit. The combustible gas readings are summarized on the attached ERT inspection. The 800 gallon tank appeared to contain approximately 300 gallons of liquid. On July 28, 2016 the Department requested an on site meeting with the Operator. The Operator agreed to and scheduled the meeting for July 29, 2016. The Operator sent two subcontractors, L. Casaday from Rock Run, and Jim Drinkwine from Danos. Also onsite during the inspection was PADEP WQS S. Steingrabe and PADEP OGI J. Brannan. The Department began by reviewing the complaint and the observations during the 7/20/2016 inspection. The Department informed Mr. Casady and Mr. Drinkwine that combustible gas measurements taken 7/20/2016, resulted in the detection of combustible gas at levels exceeding 100% LEL. The measurements were taken at the vent on top of the 800 gallon plastic tank located near the dehydration unit.
