It looked like the only work that had been done was the placing of hay bales on the ground. There were six hay bales down and they were not placed in areas to keep the oil from continuing to enter a nearby wetland. The amount of oil that has continued to leak from the well has probably increased to around 25 to 30 gal. Most of it is still contained to the area around the well but evidence of it being some 50' away is now present. Mr. Bortnick was contacted by telephone and told that his efforts are not satisfactory and that work has to be done at this site to contain and clean-up the oil as soon as he can. He was told that he should probably hire somebody if he could not do the work.

No new activity has been performed. There is now approximately 4 - 8 gallons of new and weathered crude oil on the ground around the well. The hay used to soak up the oil from previous clean-up attempt is still down. There appears to be no fluid getting into the plastic tote that the line from the well is hooked into. The violations are still present.

Most of the oil has been removed (maybe 95 to 98% of it). Some residual oil is still present in the rocks and soils around the well head and on the ground 25' from the well. The areas near the wetland should have the soil scraped up. It appears that only sorbent material was used to clean up the oil with no soils removed. No other work has been done to the well. There is no fluid in the tote. The spill can not be called cleaned up until the residual oil and soils have been removed.

2627016 Primary Facility 2017-07-31 Follow-up Inspection Violation(s) Noted Met Russ Wetherell (Complete Energy Services) and Pete Lower (contractor) out at this site. They had two roll-off containers delivered to this site. They started work by scraping the top 2-4 inches of old oil stained soil below the well site. They dug down into the fragmites to get to a boundry end point. We agreed on a boundry and a depth of soil depth removal in the worst areas of the stained soils. They also dug out around the well casing to uncover the annulus and reveal the 8 5/8" casing to a depth of about 3 feet. Work will continue today and tomorrow on this clean up.

The well has not produced since they violations were first noted.
