This should be placed inside silt fence, having the silt fence the final barrier from the site. No violations noted at this time.

Well appeared to be drilled and in production. Site was still very muddy. However, BMPs were still in place and adequately controlling E&S. Pit liner had begun to fall into pit. It was being held up with a tree limb jammed through the liner into the ground. Liquids were still in the pit. Adequate freeboard was available. Well was hissing loudly. Gas could be felt leaving the well head. A message was left with PA DEP inspector Jason Brannan.
