| The producing unit consists of a wellhead and an aboveground storage tank (AST) battery. The production wellhead and battery are both enclosed in separate, 8-foot, board-on-board enclosures with locked gates. The battery is comprised two steel ASTs ( 1 100-barrel and 1 50-barrel), a mechanical separator, and a Dominion metering run. There is an earthen secondary containment dike in the battery. Theres is also HB 278 safety equipment. I did not observe and signs of leakage or other problems.

| I inspected this unit pursuant to a call from the landowner. The landowner has reported that since the well was drilled in 2007, he has noticed an area adjacent to the well which has become mounded up slightly. He reports that the mounded area was flat after preliminary restoration, but has become mounded over the last couple of years. There is significant snow cover making a thorough evaluation difficult. I advised the landowner that in the spring, we could make a better assessment.

| I inspected the well location pursuant to a complaint by the landowner regarding an area of mounded earth near the well. Reportedly, the mounding has grown increasingly notciable. I observed the mounded area to be more or less coincident with the former location of the drilling pits. The area is mounded up 12 to 18 inches above the surrounding grade, with pronounced, linear expansion cracks along the top. I contacted John Vizner with Seagull Development and he indicated that they are aware of the problem and are working to resolve it. It is belived to be a result of the extreme winter cold, and resultant frost heave.

| I visited this location as a follow-up to an earlier complaint lodged by the landowner. The landowner has previously noted an area of heaved up soil where the former drilling pits had been located. The cause is believed to be related to possible frost heave as well as over-use of pit stabilization material. Since the time of the original complaint, contractors hired by Seagull Dev. Corp. have re-graded and seeded the area and restored the location. The producing unit is functioning normally. I did not observe any signs of leakage or problems at the wellhead or tank battery.
