The site is located in East Finley, Twp., Washington Co. The inspection was a routine inspection of the site post restoration and before termination of the ESCGP2 permit.
The site was recently transferred from CNX to Noble Energy. CNX had applied for a restoration extension for the site which has expired. CNX had restored the site and installed PCSM structures (Infiltration Berms). The PCSM structures are not functioning and are failing causing accelerated erosion. Several areas, recently restored on the well pad and well pad slopes have poor vegetative cover. Kim Walker (Noble Energy) was contacted and she stated that Noble is discussing reconstructing the PCSM structured or possibly modifying the approved ESCGP2 permit for the installation of different PCSM structures. The operator has contracted with Burns Construction to rehabilitate the failing infiltration berms on the northeast corner of the site. ARM group will be overseeing the construction activity in the field for the operator. 9 wells have been drilled to completion and are equipped for production. |

HG Energy has met with the Department and discussed repair of the infiltration berms. 9 wells have been drilled to completion and are equipped for production on site. The GPUs on site are not in secondary containment. The operator will need to place the GPUs into containment in the future. |
