The operator also has a tile that was crushed by truck traffic excavated for repair. The creekbed downstream of the location also had no evidence of sediment accumulation. The road culvert at TR 1150 was free of sediment as was the catch basin at the complainants property, however the road culvert was packed with leaves and tree limbs. There was no visible accumulation of sediment in the landowners pond at the inlet to the pond from the catch basin. The creek upstream of the pond flowed out of bank during the rains and the catch basin backed up and overflowed as well on the complainants property. The areas upstream of the complainant where the creek flowed out of bank showed evidence of scouring from water flow. The operator was advised to place temporary sediment controls below the pad until the site is vegetated. Finish grading of the site needs to be completed by October 11, 2014. The operator is going to finish grade the location as soon as weather conditions are dry enough to do so. |
