0398212392 2016-05-05 Orphan No Violations On site to follow up on Orphan well complaint 2531 filed by the landowner, Jason Babic, on 10/9/2009. Mr. Babic contacted the Division when gas started bubbling through his graveled driveway, 16 from his house. He excavated in the area of the bubbling gas and discovered steel casing. Mr. Babic bought the property in 2006. The well was discovered by an excavator putting in the driveway prior to Mr. Babic purchasing the property. The contractor placed an unopened bag of cement on the casing, backfilled and graveled over the area. Mr. Babic noticed the gas bubbling through the driveway in 2009 and exposed the casing. Due to safety concerns Mr. Babic had a contractor bring the well casing above ground level by installing a piece of 8 5/8 inch outside diameter casing with a plate and 2 3/8 fitting equipped with a valve on the original buried casing. The diameter of the original casing is unknown and Mr. Babic thinks it is approximately 3 feet deep. The casing extension is 3 feet above grade. The gas scope did not detect gas around or at the well casing. Mr. Babic said he can see bubbling coming from the ground in front of his garage after a rain. The garage is 35 east of the well. The area will be monitored. Right of Entry forms were sent to Mr. Babic. There is no production equipment affiliated with this well. The OFG map shows a plugged Oriskany well in this area, depth 1990 feet. There is not a Division of Oil and Gas permit affiliated with this well. This Oriskany field was developed in the early 1900s according to historical Division records. The Ashtabula County Recorders office shows a lease for this property that referenced a well was released in 1929. A producing well, permit 2-0545, is northeast of Babics residence.
0710136838 2017-03-20 Orphan No Violations Todays inspection was conducted for the Technical Team to review the well site. Bubbling is evident through standing water in two low areas behind Babics residence and in a low area in the front yard of the neighbor to the north of Babics. See prior inspection reports for the history of this bubbling. The source of the bubbling is undetermined to date. A metal detector was used in these areas and did not detect a metal line, the limits of the locator is 2 feet in depth. The survey team will bring up the line detector to see if they detect a gas line in these areas. Inspectors Kohl and Tompkins have been attempting to determine the source of the bubbling, also. The Porter (Babic) #1 Orphan well is currently shut in with a closed valve on a swage. Orphan Well Manager Gene Chini is considering temporarily venting the well prior to the Orphan Program plugging the well.
1464810789 2016-05-18 Orphan No Violations Mr. Babics septic system was located during todays inspection. The septic system is on the north side of Mr. Babics residence at 41.71105/-080.83516. The Orphan well is on the south side of the house. See the earlier report for this well. Mr. Babic has municipal water. The water line and electric lines will need to be located. The gas scope did not detect gas around the well, near the house or in front of the garage during todays inspection. Bubbling is coming through water in front of Mr. Babics chicken coop at 41.71112/-080.83465, though the gas detector did not register gas near the bubbling. A producing well belonging to Belvoir, permit # 2-0545, is on adjoining property. Mr. Babic notified them in the past to look at the bubbling in front of the chicken coop, in case it is a gas sales line leaking. Belvoir checked the area and could not find a leak. This area will be monitored and Belvoir notified to mark their lines in the area. The OFG maps shows a plugged Austinburg well in the area of the Orphan well, depth 1990, elevevation 832. The Ashtabula County Recorders office shows a 1921 oil and gas lease and reference to the Porter #1 and a 1909 lease. This lease was released in 1929. A second lease was recorded in 1958 and released in 1961. A third lease was recorded in 1964 and appears to be the original lease for permit #2-0545 which was drilled in 1973. Mr. Babics property was once part of a 98 acre parcel owned by Porters.
1472741418 2016-08-29 Orphan No Violations Todays inspection was conducted to check for gas leakage coming through the ground in the area around this well. Mr. Babic stated after a heavy rain that bubbling is observed in the standing water in front of the chicken coop and in front of the southwest corner of the garage. My prior inspection observed bubbling in standing water in the low area northeast of the house in front of the chicken coop. My Sperian gas scope did not detect a measurable gas level above the bubbling. Heavy rain occurred over the week end but there is not standing water in the above areas during todays inspection. My Sperian gas scope showed 0% LEL/0 ppm H2S in these areas during todays inspection. Belvoir was notified after my last inspection to check for any leaks in their gathering lines in the area. They have not returned calls but the neighbor reported they were in the area earlier this Summer checking for leaks. The valve is still closed on the Babic #1 Orphan well and measurable levels of gas were not detected at the this well.
1487865139 2017-02-22 Orphan No Violations I inspected this well location pursuant to a complaint from the landowner (Complaint #5540). At the time of this inspection, I observed the following: a wellhead with a 8.625 closure swage and gate valve which was closed. I advanced several punch bar holes around the wellhead, between the well and the house, and along the house footer. I did not note any meter-detectable gas or gas odors. The complainant had reported observing gas percolating through the driveway gravel at various times in the past. I did not observe any gas, gas odors, or meter-detectable gas, in these areas. The complainant also reported gas percolating in surface water at several locations in the back lot. He reports that these areas of gas have been observed off and on for several years. I walked that areas and observed several locations of visible gas bubbles in water-filled depressions and ruts. I recorded up to 50% LEL near the water surface where gas percolation was active. I also observed several areas of stressed vegetation on the adjacent property, and found elevated gas readings in punch bar holes advanced at those spots. The complainant reports that there is a belief that there are possible abandoned gas lines traversing the property from the south adjacent property, and trending northward towards the existing tank battery for the LJ Porter #1 (# 3400720545) which is located on the north adjacent property. This well is owned and operated by Belvoir Energy Inc. (Belvoir). At the time of this inspection I met with Chris from Belvoir and we discussed the observed gas emissions. Chris indicated that Belvoir had no existing supply or sales lines that traversed the property of the complainant. I contacted Heidi Scott with I & O Program regarding the status of the well within the context of the program. She indicated that the well is slated to be plugged and abandoned through I & O during the next calendar year. I reported the results of my inspection to Ashtabula County Inspector Jerry Kohl
1498229227 2017-06-21 Orphan No Violations Todays inspection was conducted with the surveying team in an effort to determine the source of gas that has been observed bubbling through standing water in two areas on the Jason Babic property and in one area in the front yard of the neighboring property to the north owned by Andrew Babic. These areas are dry today and gas is not detected visually or with my Sperian Gas Meter. The Babic #1 Orphan Well is located directly south of the J. Babic residence. A possible steel gas line was detected by the surveyors metal detector in the mowed field behind the J. Babic storage building where gas was observed bubbling through the ground during earlier inspections. The metal detector did not detect anything in front of the chicken coop where gas was also observed bubbling through the ground or in A. Babics front yard near the areas where gas bubbling was observed during past inspections. A possible steel gas line was detected running parallel through both of the Babics front yards, see site sketch. This could be Belvoirs gas line. Terry Whitehair, Division Emergency Section, and the surveying team found a sales line coming from the meter run near the Belvoir Tank Battery north of A. Babics yard that appears to be poly pipe. The surveyors were not able pick up a steel line coming from the road bore near the gas line marker on the west side of Foreman near the tank battery. See Rob Lowes site sketch for the location of possible steel lines. Further investigation will continue to determine the source of the gas.

1529953509 2018-06-25 Final Restoration No Violations I was on location for a final restoration inspection. Vegetation has been established in all of the disturded areas of the work location. The driveway is in good repair. The vent line is operating properly. There was no odor of gas noted around the well location or coming from the vent line. Final restoration can be passed.

1836504867 2018-12-04 Orphan No Violations I inspected the Babic # 1 to update Complaint # 5540. My inspection did not reveal any surface expression of previous oil and gas activity. I spoke with Heidi Scott whom confirmed that the well was plugged under the Orphan Well Program. Complaint #5540 can be closed out.
1941618871 2017-06-27 Orphan No Violations I was on the Babic orphan well location with Tom Hill to discuss and review the possible sources of reoccurring fugitive gas migrations at this address. We visited possible pipelines, areas of scalding features and locations of gas bubbling to surface and theorized on their relationships.
2030437623 2017-06-02 Orphan No Violations Todays inspection showed no visible change to this well. My Sperian gas monitor did not detect measurable amounts of gas at or near the well. The valve on the well is closed. The area in the backyard where bubbling has been observed through standing water, but not detected as measurable amounts of gas with my gas monitor, has dried up. There were no measurable amounts of gas detected today in these areas.
