| 1455205319 | 2015-09-30 | Orphan | No Violations | Tony Contino , who was the original complainant and prior landowner , contacted the Division in 1995 to report this well is leaking gas and they would like the well plugged under the Orphan Well program. Continos stated in 1996 on the Right of Entry Form that neither their family or the former homeowner used the well in the 51 years they were owners. A 1996 Inspection reports states 4 and 6 casing were evident after the well was exposed. Todays follow-up inspection showed the well has been reburied, except for approximately 8 of exposed 7 steel casing. A wood cap is laying on the casing. A 1 inch steel line equipped with a plug and nut valve is evident coming out of the casing. The wood cap slides up the 1 line. The 1 line is reduced from possible 3 tubing. Water is inside the casing to ground level and a build up of material in the casing prohibits determining if there is casing inside the 7 casing or just tubing. Gas is bubbling through the water in the casing. There is a gas odor evident at well. The gas detector showed 100% LEL/0ppm H2S at the top of the well casing. There are no known records for this well and the well does not appear on the Ohio Fuel Gas map. Mr. Eckonen, the current landowner, would like the well plugged. The well is in the Orphan Well Program for future plugging. Case #95-005 and #1997 09 069. |
