He reported to her that he had found an oil spill that was being cleaned up by Ohio Oil Gathering Company at the time he was on location. She asked me to go out on location and see what had happened on site. When I arrived on location I talked to Jay Abele from the Division of Wildlife and Jakeb Elliot from Enlink Midstream. Enlink was on location to clean the spill up. Jakeb told me that while the truck driver from Ohio Oil Gathering Company was on location he was not paying attention as he was getting oil from the 100 barrel steel tank on site, and the oil began to spill onto the ground outside containment. Jakeb estimated about 3-4 barrel of oil had spilled on the ground. The site is about 19 feet by about 10 feet. The road culvert had absorbent pads in it for 15 feet where they had each end dammed off. When the spill happened they began to dam off the road culvert and put absorbent booms into the waterway that was near the spill. When I arrived on location they were putting absorbent pads into the culvert and putting peatsorb on the ground where the spill had spread out. Enlink plans on getting as much oil as possible out of the culvert with absorbent pads and then using a vac-truck to remove any remaining oil from the culvert. They will use a backhoe to remove all contaminated oil from the site until oil is no longer present. I walked along the waterway where they had placed the booms and saw no oil in the booms or the water. I instructed Enlink that all contaminated soil and water must be removed from site. The well owner shall clean up, dispose, and remediate the area in a proper manner. I was able to get in contact with the owner of the company and speak to him about this spill. He informed me that he had not received any calls that day that there was a spill at any of his tank batteries and I was the first person to mention it to him. I informed hi |
