| 0243776746 | 2017-05-22 | Final Restoration | No Violations | The purpose of my inspection was to witness final restoration activates on well #2-0578. Barry Graham with Exco Resources was on location to coordinate Nathan Oswalt of Global Oilfield Services who was performing flowline and excavation work. ODNR-DOGRM surveyor Rob Lowe was on location to assist in locating the former well head location and to survey the plugged well head. Per the request of the surface owner, the flow line above grade was removed and stored on location for personal use. The origination of the flow line and plugged well head were excavated and surveyed. A cement cap was in place over the well casing. Mr. Lowe surveyed the plugged well location prior to backfill. Global Oilfield Services will be back on location on 5/23/2017 to seed and mulch the small areas of disturbance. Mr. Graham stated he would submit a Form 5 waiver for the remaining flow line. I will schedule a return inspection in 30 days to verify the disturbed areas are stabilized. Final restoration is not passed at this time. |

Mr. Rooshie and I generally discussed several wells under Exco-Northcoast Energy ownership that had been plugged but that ODNR-DOGRM identified as producting and did not have plugging information. I communicated to Mr. Rooshie that I will have a discussion with ODNR Supervisors to determine what action will be required by the Division to change the status on the respective wells. |

In attendance representing the Owner was Barry Graham, Facility Construction Superintendent, Rick Mays, and Nathan Oswalt. ODNR-DOGRM Northeast Regional Supervisor Thomas Hill was also present. The group walked the flow line that was above ground to the point where it was separated and buried. Mr. Mays led the group from this point utilizing a line locator to a point in a pasture field where the locator did not report any further flow line. EXCO was proposing to flush the flow line and remove the flow line sections above grade from the tank battery West to a point just before the surface water stream, and from the likely former well location Northeast to a point just before the stream, under the condition of obtaining a signed Form 5- Landowner Waiver. During excavation work, EXCO also planned to locate the former well head to determine the exact location. EXCO was proposing to begin the restoration work by the end of May 2017. I will plan to be present during the flushing of the flow line and to witness the well head location. I will also contact ODNR-DOGRM Surveyor Rob Lowe to survey the well location. |
