Mrs. Robinson informed me that the well hasnt produced for years. They want the well plugged. The lease road to the well was overgrown and rutted. At the well site, I found the well incapable of producing. The well head was shut in. All valves were closed. The plunger-lift well head had neither a motor valve nor controls to operate the well. The storage tank was laying on its side outside of the tank battery. I observed a hole in the bottom of the tank. The tank pad itself was overgrown. The flow line from the separator to the storage tank was disconnected, and standing vertically where the storage tank was formerly situated. I observed stained gravel at the location the storage tank occupied. There is no gas meter. The label on the storage tank was damaged, but did show the permit number. It did not identify the current owner. I researched the well on RBDMS. There have been a number of ownership changes over the past ten years. No production has been reported for the well since 2005. The tank, separator and ladder need to be removed, and the well plugged. A permit to plug the well must be obtained within 30 days (02/01/13) of the date of this notice, and the well plugged within 90 days (04/02/13) of the date of this notice. |
