My inspection found a tree has fallen and damaged the fence surrounding the tank battery. The tree needs removed from the tank battery and the fence repaired. The tank battery is on a nature trail for the park. I contacted Pep Horning who takes care of the well and left a message to make the repairs as soon as possible and contact an inspector once the work is complete. |
1470317524 | 2016-06-21 | Production Wells | No Violations | The purpose of my inspection was to follow up on Complaint # 5331. The complainant stated that a tree had fallen onto security fence around a tank battery within the Scenic Vista Park. Inspector Kevin Perry had previously received a call from Park Manager Mike West regarding the fallen tree. My inspection observed that the tree had not been removed as of 6/21/2016. Equipment within the fenced tank battery consisted of a horizontal separator and a 110 bbl storage tank. The access door to the battery was locked, however unauthorized access to the battery could be gained due to damage from the tree. The storage tank load lines were shut and plugged. I.D. signage was on the tank and contained current required information. Corrosion has caused a large hole to develop near the top of the tank. There is rust staining down the side of the tank, but there is no evidence of a brine spill at this time. A separator discharge line at the top of the tank is secured to the tank stairs by means of a nylon strap. I am also concerned with the condition of the earthen dike perimeter of the tank battery. Its current state prevents effective containment of any release within the battery. The wellhead is within a fenced area that is also locked. Minimum distance between the well and tank battery are maintained. The well is tagged with correct information. I observed some corrosion where the tubing sits in the casing hanger, however there was no leakage of gas or fluid at this time. I spoke with Pep Horning at S&S later that morning concerning the time frame to remove the tree as well as to address my other concerns. He indicated that the tree removal and repairs were scheduled for later that week and that production operations had been adjusted to prevent fluid levels reaching the hole observed in the tank side. I also instructed Mr. Horning to communicate to me when the repairs had been made to allow for a follow up inspection. |
