0092746501 2013-06-25 Drill / Deepen / Reopen No Violations I went to the site to check on the progress of Express Energy Services in rigging up to drill the conductor hole. Express was moving equipment on location, but would not be starting the conductor hole today.

-based mud used to drill and condition the hole, a lead cement followed by a tail cement were pumped. The lead and tail slurries were mudscaled, and Schlumberger pumped 259 bbls of lead cement at 13.5 pounds per gallon (ppg), and 305 bbls of tail cement at 15.0 ppg. The plug was dropped and displaced with 296 bbls of water as measured by pump truck tanks. The plug bumped the float collar at 11:13am on 07/14/2013. The plug landing pressure was 2510 psi, and it was raised to 2920 psi and held for 3 minutes. Pressure held. The float held when the pressure was released, and 2.5 bbls of water bled back. A total of 49 bbls of the 60 bbl Mudpush spacer returned to surface.

0601159902 2013-05-01 Surface Facility Construction No Violations I stopped at the site to check on the pad construction. The access road is complete, and a gate is up. The pad construction is also complete. The pad is surrounded by a chain-link fence. Seeded areas are showing growth. Erosion and drainage controls are in place. The cellar for the Moats 5H has been installed and has a gate assembly surrounding it.

--lined and sealed secondary containment. There are concrete barriers protecting the containment from vehicles. There are e-stops outside the barriers, and the tanks are grounded, and have static dissipaters. There is a truck grounding area for trucks collecting condensate and/or produced water. Along the interior of the chain link fence there two site drains installed at the east and west sides of the pad. Outside the fence, there is an earthen berm, with well-established ground cover. The soil stockpile is well stabilized with vegetation. Drainage and erosion controls at the pad are in place and functioning. A closed-loop, above-ground drilling pit system was used, so there are no earthen pits requiring closure. Preliminary restoration is complete.

1760241116 2017-01-19 Production Wells No Violations The purpose for my inspection was to conduct a status check on the Moats 31-15-4 #1H (#2-1822-00-00). RBDMS indicates the operator is current with reporting production. The lease entrance is marked with a sign board containing signs reporting required well identification and emergency response information. The lease road is composed of crushed gravel and remains in good repair. No signs of erosion were observed adjacent to the road traveling back to the pad. The soil stockpile remains stable with well--1822. A jersey barrier perimeter is present around the cellar. Steel grating
1874344748 2012-12-11 Surface Facility Construction No Violations I went to the site and conducted a pre-construction site inspection with Brett Bell, Chesapeake Field Representative.
