The 1 inch steel riser was also still in place. I called Jeff Gress, who claimed that he though MFC had already taken care of the flow line. He said that he would call them again. I called MFC and spoke with Jim Aslinides. He claimed that they have a right of way for the 3 line that runs from the Taylor tank battery site north to US 36, where their Levingood wells are. He said that the line is currently inactive, but they may need to use it in the future. Jim said that it used to run to a Columbia Gas substation in West Lafayette, but they had it plumbed into Gresss tank battery so he could sell gas into their line. I suggested that they reconnect the line to the substation and bury it so it is in place for future use. He said that he would have someone out to look at it. Gress also claimed that the steel riser was part of a drip on Gathercos sales line, which now belongs to Aspire Energy. There is also a meter run for a main sales line that now belongs to Aspire. I called Aspire Energy and spoke with Nichole. I requested that any equipment that is no longer in use be removed. I gave her the road directions and GPS coordinates for the equipment. She said that she would pass the information on to a technician so he could go out to look at the equipment, and they would get back to me. |

The tank battery consisted of one 100 barrel tank, a vertical separator and a meter box. The identification sign was blank. The entire tank battery and wellhead were heavily overgrown with small trees and thick brush. This well and tank battery were in a state of abandonment. This well has not produced since 2003. This well must be plugged and abandoned within 180 days of the issuance of this compliance notice. |

He also commented that they may be looking into tying in with the Aspire Energy sales line at the meter run. I called Aspire to get an update on the status of the meter run. I spoke with Nichole again and she said that she had forwarded the information I gave her in our previous conversation to her operations group, but she has not received a response. She said that she would reach out again. I was contacted by Kevin from Aspires field operations. He said that he would call me next week to meet at the site and look at the equipment in question. |

The 100 barrel tank had been drained and moved out to the road. There was still a 1 steel drip riser and 3 plastic flow line at the tank battery site. There is a sales line meter run and drip in the tree line where the tank battery was. Jeff Gress claimed that it was not his equipment; it was Gatherco and now belonged to Aspire Energy. I called Jeff and he said that the flow line that runs across the agricultural field south from US 36 is owned by MFC Drilling where they used to sell into Gatherco, and Jim Aslinides use to let him sell into that line. I advised Jeff that they need to look into a landowner waiver for the flow line. |

Jet Wireline Services shot the 2.875 casing off at 2892. RB Drilling pulled the casing up to 2834. Formation pumped a 200 cement plug at the top of the Big Lime. Circulation was established prior to pumping the plug, and it was maintained throughout the plug. RB Drilling pulled the casing up to 892. Formation pumped a 179 cement plug through the Berea. Circulation was established prior to pumping the plug, and maintained throughout the plug. There was a discrepancy as to the depth of the surface casing. The plugging permit and completion report showed 579, but the original cement ticket from Halliburton and the cement report from the ODNR inspector Frank Meiser showed 470. Jeff Gress produced a log that also showed the bottom of the casing at 470. RB Drilling pulled up to 570. Formation pumped a 200 cement plug at the base of the surface casing. Circulation was established prior to pumping the plug and maintained throughout the plug. RB Drilling pulled the casing up to 200. Formation broke circulation and pumped until cement was circulated to surface. I monitored the cement surface plug for 1.25 hours and found that it did not drop. Jeff Gress cut the surface casing off at 36 below grade and capped it with a steel plate inscribed with the permit number. |
1483463674 | 2017-01-03 | Final Restoration | No Violations | On the day of my inspection I met with Jeff Sturgill, field technician for Aspire Energy, to look at the remaining equipment at the former well site. Jeff determined that the meter run belonged to MFC Drilling and it has not been in use since 2006. The meter run tied in with Aspires 2 inch sales line that runs to the Columbia Gas town border station for West Lafayette. Jeff also determined that the 2 inch line was active and being supplied from permits 2232 and 4423. Jeff closed the surface valve from the sales line to the meter run. He said that the producer (MFC Drilling) is responsible for all of the equipment from the flange back, which includes a circle chart box, a vertical drip and a series of valves and steel lines. Jeff also examined the 1 inch riser and said that it was connected directly to the sales line. He reviewed his area maps and found that there was not an underground gate valve anywhere near the equipment. He said that the only way to remove the equipment and cap the connections underground would be to shut the whole line down. He said that it might be possible in the summer, when the towns gas use is at an annual low. I contacted Dwayne McElhaney of Coshocton Pipeline, excavating contractor for MFC, to report what I had found. |
