On the day of my inspection I found that the flow line was repaired and there was no standing oil present. The soil was churned up from recent excavation. Although there were some small areas of staining, the soil was generally clean. I called Barry and recommended that he spread some lime and fertilizer over the area on his next visit to the site. There were no waterways nearby to be affected. |

1470319913 | 2016-08-04 | Production Wells | Violations Noted | On the day of my inspection I found that the well was equipped with an electric powered pumping unit. There were two plastic tubs of paraffin next to the wellhead. The ground around the tubs was soaked with oil. There was also a swath of dead vegetation and oil soaked soil just west of the wellhead. I called Barry Dugan and he claimed that the flow line had leaked a week ago. I found the source of the leak in the edge of the tree line south of the wellhead. The area under and around the exposed section of steel line was saturated with small pools of standing oil. The impacted area extended 41 feet to the west and 53 feet to the north, ranging from 10 to 2 feet in width. The affected area was limited to an open field with mixed grasses and broadleaf vegetation. I did not find any evidence that the contamination had migrated beyond the described area. There were no wetlands or waterways within close proximity of the crude oil contamination. Barry Dugan came out to the site with a mini track-hoe to start the clean-up. He started scraping the oily soil up and I found that the contamination had only soaked down 2 to 3 inches into the surface of the soil. I told Barry that he should have reported the spill to me when it occurred. He alleged that he didnt know he had to report it. I told him that he must excavate all impacted soil and haul it away from the site. He claimed that he would take it to his farm, and mix it with lime and fertilizer. I also told Barry that he must post identification at the tank battery and wellhead, as this well shares a tank battery with permit 2794. I informed him that he has 30 days to complete the clean up and post identification. Barry said that he would get it taken care of right away, and he would call me as soon as it was done. |
