0223230556 | 2018-08-27 | Production Wells | Violations Noted | On the day of my inspection I found that the access road back to the well was washing out, heavily rutted and generally unpassable. The electric motor, drive belts and electric line were intact. The tubing valve was open, there was pressure on the gauge, and the annual production reports claim that the well produced 77 barrels of oil in 2017. The stuffing box and wellhead were covered with oily sludge and the soil around the wellhead was black. I found that one end of the dike was saturated with oil and brine around the load valve on one of the 100 barrel steel tanks. The valve was not equipped with a bull plug or lock. I also found that the other end of the dike was saturated with oil and brine directly under the water knock-out tank. The area around the tanks was overgrown with thick vegetation and I found no identification posted at the tanks or wellhead. The oil on and around the wellhead must be cleaned up. The oil and brine saturated material must be removed from inside of the dike. Correct, legible identification must be posted in a conspicuous place on the tanks. It is also recommended that the access road be repaired and the vegetation be trimmed down around the tanks. |

I found that correct, legible identification had been posted on the tank. The load valve had been equipped with a bull plug. The clean-up around the load valve was minimal. There was still oil soaked peat or sawdust scattered around, and the exposed oil was still oil stained. It was raining at the time of my inspection and there was an oil sheen on the rain water that was collecting in the dike. The soil under the water knock-out was still black, and there were two boards laying across the affected area. The access road had been worked on. The ruts were graded out and three water breaks had been installed. The wellhead components were clean, and the oil stained soil around the wellhead was gone. Correct, legible identification was posted on the electric box at the pumping unit. I called Barry and told him that he still needed to remove more of the affected soil from the inside of the dike. |

The tank battery consisted of two 100 barrel steel tanks and a water knock-out. An earthen dike was in place around the tanks. Barry posted a new identification sign on one of the tanks. |
