The motor, drive belts and electric were intact. The flow line was connected and the tubing valve was open. The gauge showed 0 psi. There were no leaks at the wellhead. When I was driving up to the production equipment site I noticed a wash running down hill from the tanks, across the lease road an into the forest on the other side. The wash was full of black leaf litter. I handled some of the leaves and they didnt feel viscous or have a hydrocarbon odor. I followed the wash up to the tanks and found that it originated from a low spot in the southwest corner of the dike. There was one 100 barrel steel tank and two 20 barrel poly tanks in the dike. They all appeared to be in good condition and there were no signs of being run over. The dike was partially filled with fluid and black leaf litter. There were also heavy deer tracks around the inner perimeter. I tested the standing water in the dike with a high range Quantab for chlorides and found the level to be at 2121 ppm(mg/L) or 0.350 %NaCl. The production equipment is shared by permits 2869 and 4281. There was no identification posted anywhere on or near the tanks, and there was no identification at the wellhead. The actions needed to bring this well into compliance are: 1) remove all brine impacted soil from inside the dike, down the slope across the lease road, and down the hillside on the other side of the lease road. 2) repair the dike wall to allow for containment of fluids. 3) post legible identification in a conspicuous place at the wellhead and production equipment. |
