1119277115 | 2016-11-29 | Administrative Inspection | No Violations | I contacted the homeowner, Jerry Heddleson, who was alleged to be receiving domestic gas from this well. Mr. Heddleson claimed that he never had any type of formal agreement to take ownership of the well. He claimed no knowledge of, or participation in an alleged sale or transfer of ownership from the previous landowners, Angela and Lance Mitchell. Mr. Heddleson did claim that his home was part of the original homestead prior to the Meek farm being parceled out, and he was told by the original landowner, Mr. Meek, that his home was to receive domestic gas from the well. Mr. Heddleson admitted that he has been receiving domestic gas. He said that he is currently using gas off of the well to fuel his stove, dryer and hot water tank. He said that they had to switch to an alternative fuel source last winter for their home heat because the well needs swabbed and it doesnt make enough gas to run the furnace. He was knowledgeable about the costs involved with swabbing and well service, and made no claims of intent to have the well serviced. He was also knowledgeable about the process and cost of obtaining legal ownership of the well through the State. I explained to Mr. Heddleson that he would not be eligible for exempt domestic ownership due to the fact that the well is not located on his property. I also explained that the well is currently under a compliance notice for non-production, where plugging will be required upon locating the current legal owner. He said that he would be cooperative in any direction that DOGRM wants to take with the well. |

Mr. Mitchell claimed that when he purchased the property from Ronald Meek in 2002 he understood that he had the mineral rights to the property, and that this well provided domestic gas for the home. He did not agree that he ever claimed ownership of the wells, or that he had ever tried to get ownership of the wells. He did not agree that he had ever tried to transfer the well to Mr. Heddleson. He said that he did not live at the property, but he was not aware of anyone ever trying to produce the wells until he was contacted by Jeff Gress. He claimed that Gress said that he had gotten word that someone from the State was out looking for abandoned wells, and thats why he offered produce the wells. Mr. Mitchell said that Gress made an attempt to produce this well, but he when the sales line was abandoned, he pulled his equipment and ceased operations. |

1478704106 | 2016-11-08 | Production Wells | No Violations | On the day of my inspection I met with landowner Alan Kukla to look at the two wells on his property to the east of TR 65. Alan said that the previous landowners, Lance and Angela Mitchell, sold this well to the homeowner on the west side of TR 65. He claimed that the sale was made on the same day he purchased the deed to the land. He alleged that the homeowners, Jerry and Kim Heddleson were using gas off of this well for domestic heat. I found that the well was equipped with 5.5 inch casing set on a casing hanger and a 5.5 inch wellhead. There was a joint of 2 inch tubing set in the wellhead, which was capped with a closed ball valve. One of the wellhead nipples connected to 2 inch steel flow line and the valve was closed. The other nipple valve was open and swaged down to 1 inch line, through a series of regulators, open valve and gauge, into 1 inch plastic gas line that entered the ground to the west toward the Heddleson home. The gauge showed zero (0) pounds of pressure. The tank battery consisted of one 100 barrel steel tank and one vertical separator in an earthen dike. The production equipment was rusted and the dike was overgrown with vegetation. There was no identification posted at the tank battery or wellhead. I found no leaks or spills at the tank battery or wellhead. Production records show that Gress Oil & Gas reported gas production for this well in 2005. He reported production for the Meek #1 in 2004, 2005 and 2006. Mr. and Mrs. Kukla had statements of royalty payments from Gress through that period, with the last payment in October of 2006. Mr. Kukla also alleged that the previous landowners, the Mitchells, reported that Jeff Gress stripped the rods and tubing out of the wells and stopped pumping them in late 2006. I called Jeff Gress, who claimed that he briefly pumped the wells as a favor to the landowner, but he offered no more information. I also tried to call Midwest Oil & Gas. His name was mentioned by current landowner Alan Kukla and current home owner Jerry Heddleson. Gress also briefly submitted production reports on both wells from 2004 to 2006. Jeff claimed that he was contacted by the previous landowner Lance Mitchell to operate the wells. Mr. Mitchell allegedly believed that he became the owner of the wells when he purchased the property off of Ronald Meek in 2002. Jeff claimed that he put his own string of tubing in the Meek 1 to produce it as a rabbit well. He said that the Meek 2 was already equipped with tubing, but he supplied the rabbit, the catcher and motor valve for both wells. Jeff said that in 2006 National gas phased out their sales line in that area because there was 6 miles of bad line where they were losing 50% of their production. He also said that when Mr. Mitchell looked into domestic ownership he found that he didnt actually own the wells. Jeff said that was when he pulled all of his equipment out and stopped operating the wells. |
