0642867575 2018-08-07 Final Restoration No Violations On the day of my inspection I found that the access road was 40 to 50 percent covered in vegetation. The portions of the road that were flat and in open areas were growing good. The portions that were on a slope or under constant shade were mostly bare. The gravel base of the road was still in place and there were signs of recent vehicle use. There were some washes starting to form on the downhill portions of the road. The well site was graded out and covered with well established vegetation. I did not find any issues with erosion at the well site. I found no oilfield related materials or debris and I found no signs that the plugged well was leaking. I called Charlotte Mason to report what I had found and to recommend that she get a landowner waiver for the access road. Aaron Austin called me to ask what the problem was with the lease road. I told him what I found and again recommended a landowner waiver, because the bare portions of the road will never support plant growth. The soil is extremely rocky and the trees provide constant shade. Aaron said that the landowner claimed that it was an abandoned township road, so Charlotte Mason will work on determining ownership in order to have the lease road reclamation waived.
1024327367 2017-10-30 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler was rigged up and pulling rods. He had the water moved back to the site. The pit was not dug yet. Mike was planning to use cement on the bottom plugs and finish the surface plug with the remaining clay that was used on permit 3243. Mike said that there was gas pressure on the well when he opened it up. The permit was on location and I found no leaks or spills around the well site.
1426217212 2017-11-03 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler had the tubing ran to a depth of 2331 feet for the Lime plug. Cemenco pumped a 200 foot cement plug above the top of the Big Lime. Wheeler pulled the tubing up to 960 and Cemenco pumped a 200 foot cement plug through the Berea. Wheeler pulled the tubing up to 502 feet and Cemenco pumped a 200 foot cement plug at the base of the surface casing. Wheeler pulled the tubing up to 200 feet and Cemenco pumped until cement was circulated to the surface.
1509544295 2017-11-01 Plug / Plug Back No Violations On the day of my inspection Cemenco hooked up to the 4.5 inch diameter casing and started pumping the cement bottom plug. They mixed and pumped 30 sacks of class A cement and cotton seed hulls, and then went into displacement. When Cemenco was nearing the end of the displacement I noticed some gas trickling out of the annulus. I alerted Mike Wheeler and at that time the casing jumped a foot and then back into the slips. We shut Jerry down from pumping and he said that he had three barrels of displacement left to go. He also said that the well was on vacuum. Jerry finished pumping the last three barrels of displacement to see if it ever pressured up. He said that he had no lift pressure at any time throughout the entire stage of the job. Mike said that when he ran his tools to the bottom yesterday, he didnt hit water until 3100 feet. He also had around 28 inches of stretch on the casing, so there was no indication that it was parted or had issues with deterioration. We speculated that when Mike went in yesterday to find a telegraph he weakened the collar when he set down on it. Mike tried to pull the casing once Cemenco was done pumping and the casing was free. We all decided that the best course of action was to pull all of the 4.5 inch casing from the well to determine where it parted and adjust our plan accordingly. Mike Wheeler pulled all of the free 4.5 inch casing from the well and tallied it. We found that the casing had parted at a collar, at a depth of 2352 feet. At 46 barrels of displacement the top of the cement plug would have been at a depth of 2839 feet, and the bottom of the plug at a depth 3239 feet when the casing parted. Mike Wheeler will run the tubing back in as close to the top of the parted 4.5 inch casing as he can get for the Big Lime plug and they will use the tubing to set the rest of the cement plugs.
1605459594 2017-11-08 Final Restoration No Violations On the day of my inspection I found that the pit had been closed, the well site had been rough graded and the well was buried. There were no oilfield related materials or debris left at the site. All of the plugging equipment and materials had been removed. The access road was graded, but the site and road were still wet and muddy. I called Mike Wheeler to ask about the site. He said that he cut the casing off and capped the well with the required steel plate before rough grading the site and moving everything out. The production tanks and the first part of the access road are still in use for permit 2792.
1782142859 2018-04-25 Final Restoration No Violations I received a phone call from Atlee Kaufman asking about the status of the final restorations on the well sites for permits 3243 and 3591. I explained to Mr. Kaufman that the final restoration for this well was not due until 5/3/18, but I would contact Mason Producing to see what their plans were for getting it completed. I also mentioned to Mr. Kaufman that the well site is located over a half mile back in the forest, down in a bottom. The site was very muddy and difficult to access when the well was plugged, and our winter weather had proven to be very wet this year. I called Aaron Austin with Mason Producing on 4/23/18 to ask about the restoration, and he said that he had contractors moving in that day to get started. He asked for some flexibility on the due date because of the weather. Aaron said that he had contracted B&J Drilling to do the work and they would be starting with permit 3243. Aaron also mentioned that the landowners wanted to leave the access roads in place. I told him that he will need to get the form 5 landowner waivers filled out and submitted for both wells. On the day of my inspection I found that the site and road were still rough graded from when the well was plugged, and no work had been started to reclaim the site yet. There was a bulldozer and equipment staged where the access road splits off to permit 3243. Aaron said that they will finish as soon as possible and he would contact me when they were done.
1832856103 2017-10-31 Plug / Plug Back No Violations On the day of my inspection I found that Mike Wheeler was hauling fresh water into the well site for plugging. Mike had all of the tubing and rods out of the hole. He said that he estimated that there was 400 feet of fluid in the bottom of the well. There are no suspicions that the well has a hole in the casing, so Mike wants to bullhead the bottom plug. The records indicate that the well was drilled with a rotary rig, because it only took 10 days from spud to total depth, and the surface casing was cemented with 150 sacks. Mike contacted Cemenco to do the job tomorrow. They will set all of the plugs through the 4.5 inch casing.
