The access road back to the well had been improved, but the maple syrup lines were still blocking access for a rig or heavy equipment. The pumping unit had been equipped for production. The bridle was connected, the flow lines were connected and the belts had been installed on the engine. There was still one 100 barrel tank back near the well. I called Rick Wray and he said that he has had the unit pumping, but they still needed to install a flow line and a new tank site. He said that he is waiting on his backhoe contractor to get the line in place and he still needs to talk with the landowner to select a site for the new tanks. |
0834409120 | 2018-05-31 | Production Wells | No Violations | On the day of my inspection I found that nothing had been done to clear the road to the well and nothing had been done to equip it for production. The bridle was still disconnected and there were no drive belts on the engine. A plugging permit has not been issued for the well. There was a bulldozer parked at the lease road entrance. There were maple syrup lines running through the forest and across the access road. I called Rick Wray to ask what he was doing with the well. He said that he still plans to service the well to put it back into production. Rick said that he had problems with the previous landowner and thats why the well was idle. He said that he has been recovering from an injury and he has been waiting for the new landowner to remove the maple syrup lines so he can get his equipment into the well site. Rick also said that they will be removing the existing tanks and put a new tank site in thats closer to the lease road. He said that he will contact me when they start working on the well. |
0838245214 | 2017-08-30 | Production Wells | Violations Noted | On the day of my inspection I found that the well was equipped with a natural gas powered pumping unit. The motor was mounted, but there were no drive belts, and the fuel line had been disconnected from the well casing nipple. The polished rod and stuffing box were dry and rusted. There was one flow line connected to an orange plastic line in the ground. The gauge showed 0 psi and the valve was closed. The production equipment consisted of one 100 barrel steel tank and one 50 barrel open steel tank. Most of the lines were disconnected around the tanks and the open tank was half full of leaves and fluid. There was an old identification sign posted on the tank that was faded, ripped and not legible. There were also two unidentified 100 barrel steel tanks down near the township road. The access road up to the top of the hill was freshly graded and cleared, but the creek crossing was not possible for a passenger vehicle. I found a logging sign at the road entrance, indicating that the cleared, graded road was the result of recent logging operations. The actual path to the pumping unit was completely overgrown and there were no indications of recent vehicle traffic. There have been (0) zero barrels of oil and (0) zero cubic feet of gas reported for this well since 1996, and there have been no production reports submitted since 2011. This well is idle and incapable of production in its current state. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied. |

The well was still equipped with a pumping unit, but there were no signs that any work had been done to make the unit capable of operation. I have not received a plan of action for the well and I have not received a permit to plug and abandon. I spoke with Rick Wray to ask about his plan of action. He claimed that he was going to attempt to produce the well. I reminded Rick that I had requested a written plan of action to be submitted within 30 days of the receipt of the compliance notice. I asked that he get his plan mailed or emailed to me as soon as possible. |

He said that Gene Matheny was recently in to pull the tubing and rods, and do a pump change. Rick said that the well pumped for two days and then the engine ran off and blew the governor. Rick claimed that the well made 2 foot 3 inches of fluid in the two days of pumping. I could see the condensation line on the tank which supported his claim. They had the governor replaced and the unit was in operation. The old tanks had all been removed from the well site. The new tanks were set in and earthen dike down near the township road and the lines were all ran. This well has been made capable of production and the compliance notice is resolved. |

The bridle was connected and the lines were connected at the wellhead. The old 100 barrel tank was still back at the well site. The access road was still in good shape, but it was very muddy and the syrup line was still blocking the entrance for vehicles and equipment. There was a new tank site down by the township road, that consisted of one 100 barrel steel tank and one 30 barrel poly tank in an earthen dike. The apron to pull into the site had been improved with gravel. I spoke to Rick Wray and he said that the flow line was installed from the wellhead to the tanks. He said that the only thing he needed to do was get a breather for the engine to start pumping the well. He also said that he needs to get a water truck back to the well site to empty the old tank so they can haul it out. Rick said that he needs to let the access road dry out, and he is getting resistance from the landowner with regards to the syrup line that is routed across the lease road entrance. |
