0256489485 2018-03-06 Production Wells No Violations On the day of my inspection I met with Mrs. Buckle at her farm to inspect the condition of the remediated soil and the inside of the containment dike. She claimed that they had churned the gravel and soil several times while adding lime and fertilizer. I dug into the soil with a shovel and turned it over. I did not find any pockets of crude oil and I did not find any signs of crude oil leeching out of the piles. I collected a small sample, mixed it with drinking water and tested for chlorides with a low range Quantab. I found no chlorides in the sample. The inside of the dike was holding water, but I found no signs of crude oil. I informed Mrs. Bickle that I was closing the compliance notice and they could return the gravel to the dike. I also advised her to mound the gravel up to get the tank out of the water. She did have a new identification sign, but it wasnt put up yet. She said that she would get it put up right away.
0344550985 2017-08-31 Production Wells No Violations On the day of my inspection I met with Mr. and Mrs. Bickle at their home. They called to request that I inspect the treated soil stockpile intended for bio-remediation. They had two dump truck loads of soil and gravel that had been mixed with lime and fertilizer, and stockpiled next to their barn. Mr. Bickle had his own backhoe with which he intended to periodically mix and churn the soil. We discussed mixing at least once twice per month, possibly adding Bio-Sorb to the mix. We agreed to allow six months for the mixture to neutralize. At that time I will return to inspect the condition of the soil and make a determination as to whether it need more time, or they can use it as they see fit.

0756843033 2017-08-07 Production Wells No Violations On the day of my inspection I found that the oil in the dike had not been cleaned up. I spoke with the well owner, Mr. Bickle, who claimed that they have been trying to get someone to empty the tanks. He said that they thought Devco had emptied them, but there was still 15 inches in both tanks. He said that he had contracted Jeff Breamer to empty the tanks and assess whether they can be turned. Breamer was pulling up as I left the site.
0842232111 2017-07-17 Production Wells Violations Noted On the day of my inspection I noticed fluid in the dike as I was driving by on Twp Rd. 30. I stopped to investigate and found that The fluid was crude oil. The fluid level was not high enough to be in danger of breeching the dike wall and I found no oil that had migrated outside of containment. There were three 100 barrel steel tanks and one 20 barrel poly tank in the dike. The identification sign was blank. I researched the database maps and found the tanks were associated with an exempt domestic well. I went to the home and spoke with Mr. and Mrs. Bickle. They said that the two front tanks had leaked from the bottoms so they recently had them drained. They alleged that the rear tank was still in good shape. The tanks must be moved and the oil contaminated soil must be removed from inside of the dike. The contaminated soil can be hauled to an EPA approved landfill, or it can be bio-remediated on the Bickle property with lime and fertilizer. Mix the lime and fertilizer into the soil and churn it on a regular schedule to allow the chemicals to neutralize the hydrocarbons. The identification sign must be filled in with the well owner name, lease name, well number, permit number, and emergency contact phone number. The clean-up and ID sign should be completed within 30 days.

1025633467 2017-08-25 Production Wells No Violations On the day of my inspection I found that the two 100 barrel steel tanks that were thought to be the source of the oil in the dike had been removed and laid on their side. The oily gravel and soil had not been removed from the dike yet. Mrs. Bickle called me last week to update me on their progress and to ask for a little longer time on the completion of the clean-up.
1733673093 2017-08-28 Production Wells No Violations I received a phone call from Sandra Bickle to notify me that they had worked on the contaminated soil over the weekend. On the day of my inspection I found that the oily soil and gravel had been mixed and churned inside of the dike. I could see lime residue spread around the general area. I went to the Bickle home and tried to call Mrs. Bickle to get a description of what they treated to soil with, and a proposed timeline for continued mixing/treating.
