The oil impacted soil had been removed from inside of the tank battery, and the oily residue had been cleaned from the side of the tank. The leaking bull plug in the end of the flow line had been tightened and was no longer leaking. The heater tube opening had been sealed shut. An earthen dike had been constructed around the three 100 barrel tanks, and the separator had been removed. New gravel had been spread inside of the dike. Correct, legible identification had been posted at the wellhead and tank battery, This violation is resolved. |

The polished rod showed no evidence of recent use and the valves at the well head were all closed. There was no gas pressure indicated on the gauge. The tank battery consisted of three 100 barrel tanks and one separator. The tanks were rusted and overgrown with small trees. There was no dike around the tanks and the identification sign was blank. There was no identification at the well head. This well shares a tank battery with permit 4268. The company reported 28 barrels of oil production for 2013, which happens to be identical to the production reported for permit 4268. The current state of this well indicates that it has not been pumped for at least one or two years. This well must be plugged within 180 days from the date of compliance notice issue. |

The engine was intact, the drive belts were in place and the gas line was connected. The flow lines were connected at the wellhead. The casing valve to the engine gas was open and the gauge showed three (3) pounds. The casing valve to the flow line was closed. The tubing valve was open and the gauge showed zero (0) pounds. The wellhead and stuffing box were covered in oil, and there was a 2 foot by 3 foot area of contaminated soil around the wellhead from a stuffing box leak. I found no identification posted at the wellhead. The tank battery consisted of three 100 barrel steel tanks and one vertical separator. There was no dike around the production equipment. There was a 3 foot by 2 foot area of contaminated soil at the base of one of the tanks from being run over. The heater tube in the same tank was actively leaking fluid onto the ground. There was also a leak from the bull plug in the end of the steel line that connected the load valves of all three tanks. There was identification posted for the Stockli #1 well at the tank battery. There are no production numbers reported for 2015. The issues that must be addressed to bring this well into compliance are: (1) fix the leaks at the wellhead and tank battery, and remove the contaminated soil; (2) post correct, legible identification at the wellhead and tank battery. It is recommended that an earthen dike be constructed around the production equipment. |
