0122332483 2018-10-29 Final Restoration No Violations On the day of my inspection I found that the corn had been harvested and the field was open. The production equipment had not been removed yet, and the well casing was still laying on the ground where the well was located. I called Barry Dugan to ask when he planned to get the equipment and materials removed. He said that he would try to get out to get it done this coming weekend and he would call me.
0202459881 2019-04-02 Final Restoration No Violations On the day of my inspection I found that the production equipment had been removed from the site and the area had been graded. The surface casing had also been removed from the site. I found no oilfield related materials or debris left behind. The well and production equipment were located in an agricultural crop field, and the vegetative cover will be established when the crops are planted next month. All other requirements of the final restoration have been met. I will pass the restoration when crop growth is established. The compliance notice is resolved.

1265907642 2018-09-17 Final Restoration No Violations On the day of my inspection I found that the production equipment had not been removed from the site. The field was still in corn. I spoke to Barry Dugan and he said that he knows that he is overdue on the restoration, but he wants to wait until the corn is off before he goes in to complete it.
1425837372 2018-06-06 Final Restoration No Violations On the day of my inspection I found that the access road and well site were plowed, planted and growing in corn. The 100 barrel steel tank and 20 barrel poly tank were still in place. I found one 15 foot section of 1 inch diameter plastic line laying next to the tanks. There were three joints of 8.625 inch diameter surface casing and two wood pump jack sills laying the field where the well was located. I called Barry Dugan to ask about the restoration. He claimed that he forgot about it, and he said that he would be out to get it taken care of. The final restoration is not due until 6/15/18. The site does not pass at this time.
1447046347 2017-12-04 Plug / Plug Back No Violations On the day of my inspection Randy Moran parted the surface casing at a depth of 100 feet and pulled it from the well. They ran 900 feet of the 4.5 inch casing back in the well and washed clay down to start the plug from the pre-cast to surface. Randy got 5 tons of clay in and then pulled 300 feet of the 4.5 inch casing out. They washed another 3 tons in and pulled another 300 feet of casing. They started to wash clay down and ran out of water.
1497147115 2017-12-12 Plug / Plug Back No Violations On the day of my inspection I found that the well was still open and Randy Morans dozer was still on site. The pumping unit and production tanks were still in place. I called Randy about cutting the casing and capping the well. He said that he didnt know when he would be back out. I asked him to call me when does come back. I also reminded him that he must use a plate to cap the well, and he could not peel the casing over.
1512399727 2017-11-29 Plug / Plug Back No Violations On the day of my inspection Randy Moran pulled 20 joints of the 4.5 inch diameter casing and started to wash more clay down for the rest of the bottom plug. The casing filled up rather quickly, so Randy tried to pull another row out. The casing stayed wet the whole time they pulled. Randy speculated that the bottom of the casing was plugged up. He wanted to pull all of the casing out and leave the bottom plug at 4 tons. According to my clay fill-up tables, 4 tons in 4.5 inch casing would equal to 600 feet of fill up, which meets the minimum requirement of 500 feet above the producing formation. I told Randy he could pull all of the casing, and we found that the bottom joint was plugged with shale and sand.
1512492455 2017-12-05 Plug / Plug Back No Violations On the day of my inspection Randy had a new load of fresh water that he had hauled in the previous evening. They washed another 5 tons of clay down the well and then pulled the remaining 4.5 inch casing from the well. Randy filled the well to surface and let the clay settle four or five times and then shut down for the afternoon. He said that he was coming back out this evening to check on it and top it off. There was approximately 3 tons of clay left piled on the ground.
1512572152 2017-12-06 Plug / Plug Back No Violations On the day of my inspection I found that the well was still open and there was approximately 1 to 1.5 tons of clay still piled on the ground. The clay top was down 15 to 20 feet and it was solid. Randy Moran was not at the site when I arrived, so I called him. He said that they did come back out yesterday evening to fill the well again and he was back out this morning to finish up. I met Randy at the site later in the day. They put a little more clay in the well until it was filled solid to around 10 feet down. They started rigging down and moving their equipment out. Randy said that he would be back in a couple days to cut the casing off and cap the well. I asked him to call me when he was coming out so I could witness it.
1512677224 2017-12-07 Plug / Plug Back No Violations On the day of my inspection I found that the well was still open and the clay top was visible from the surface. The service rig and most of the equipment had been removed from the site.
1513360478 2017-12-15 Plug / Plug Back No Violations On the day of my inspection I found that the clay was still visible from the surface, approximately 10 feet down. Randy Moran dug around the conductor casing to 36 inches below grade with his dozer and cut the casing off. He capped the casing with a steel plate that was inscribed with the permit number. Then he pushed the loose soil back over the well to fill in the hole and grade the area flat.

I did not find the joints of 8.625 inch casing that were left behind, but the corn was over my head and difficult to find anything in. I called Barry Dugan and left a voice message about the restoration.

The tanks and pulled casing had not been removed from the site. The crops have been harvested and the field is open for easy access to the equipment.
1552508128 2019-03-13 Final Restoration Violations Noted On the day of my inspection I found that nothing had been done to restore the well and tank site. The production equipment was still in place, and the pulled surface casing was still on the ground where the well was located. The final restoration was due to be completed at this site by 6/15/18. I have contacted Dugan Oil and Gas several times throughout the past year to request that the restoration be addressed. All equipment, materials and debris associated with the Mercer Max #1 well shall be removed from the site. The well site and production equipment site shall also be graded to the approximate contour of the surrounding landscape. The sites are located in an agricultural field and vegetative cover will be established through the annual crop. If no crops are planted this year the sites will need to be seeded. The above described actions shall be completed within 15 days of the issue date on this compliance notice.
1557519829 2019-05-10 Final Restoration No Violations On the day of my inspection I found that the agricultural field had not been plowed or planted yet. The final restoration on this site will be complete when crops are growing to act as vegetative cover for erosion control.
1621636228 2017-12-01 Plug / Plug Back No Violations On the day of my inspection Randy Moran ran a pre-cast cement plug down to the 7 inch casing seat at 1063 feet. He could not get any movement in the surface casing when he tried to pull on it, so he went in to rip the casing. Randy started ripping and pulling on the casing at a depth of 642 feet and kept coming up the hole in 50 foot increments throughout the day. He made a good effort to get the casing parted even though he had no telegraph. Randy finally got a telegraph at 100 feet. He proposed parting the casing there and pulling the 100 feet of surface casing from the well. Then he would run 1000 feet of 4.5 inch casing back in to just above the pre-cast, and start running his clay for the top plug through the 4.5 inch casing and slowly work his way out. Randy said that he believed that would be the only way to get an adequate amount of clay down through the well bore fluid to the depth of the pre-cast. I agreed with his proposal.
1722723700 2017-11-28 Plug / Plug Back No Violations On the day of my inspection I found that Randy Moran was rigged up to plug the well. He already had the rods and tubing out. They had a 20 ton pile of clay delivered from Cedar Heights. Randy ran in with his tools to bottom in order to make sure the casing was not obstructed and to gauge the fluid depth. The fluid was down to approximately 400 feet above bottom. They washed 4 tons of clay down the 4.5 inch casing and then went in to rip. Randy finally got a telegraph and parted the casing at a depth of 2250 feet. He got two joints out and shut down for the day. The casing was dragging when he was pulling.
