The rupture was discovered and reported by the landowner, Mr. Mikesell. When I arrived at the location I found that the line across the road from the tank battery had ruptured, releasing approximately 2 to 3 barrels of crude oil. The oil was laying on top of the snow along the edge of an agricultural field. There was also some oil that got into the roadside ditch. I met with the clean up crew who reported that the well was shut in. They got the oil in the ditch shoveled up and they contained the affected area in the field with absorbent pads. |

I found no changes at the well and I have not received a plugging permit yet. The landowner stopped while we were out there and said that this well was supposed to be plugged a coupe of years ago. I spoke to Steve Sigler with Buckeye Oil later in the day and I reminded him of the need to get this well plugged. |

The flow lines were connected and the valves were open, but the gauges showed (0) zero pressure. There was a plastic yellow gas line that ran from this well to permit 4580. I found no leaks or spills around the wellhead. The production equipment consisted of tow 100 barrel steel tanks in an earthen dike. The tank valves were equipped with bull plugs and I found no leaks around the tanks. Identification was posted on one of the tanks. I spoke t o Steve Sigler with Buckeye Oil about the status of the well. I suggested that it needs plugged and Steve did not disagree with me. He said that he would get his plugging permit this month and he wanted to wait until dryer weather to move in. There is a creek crossing involved and it is very muddy right now. |

There was also some residual pockets of crude oil contamination in the soil and grass in the roadside ditch. I did notice that there were freshly change absorbent pads in the ditch. I contacted Buckeye Oil and spoke to Steve Zeigler. I informed him that they need to remove all of the contaminated grass and soil from the field and ditch. He claimed that they would be out tomorrow. |
