0442632972 2018-07-17 Production Wells No Violations On the day of my inspection I found that nothing had been done to equip the well for production and nothing had been done to prep the site for a service/plugging rig. A plugging permit has not been issued for this well at the time of my inspection. Russel Stachler contacted me on June 18, 2018 to request that I email them the required documents for a plugging permit application. I sent the documents the same day, and I have not heard anything back. I called Russel Stachler but he didnt answer so I left a voice message
0700806520 2018-05-24 Production Wells No Violations On the day of my inspection I found that nothing had been done to put this well into production. The casing nipples were both disconnected and the valves were both closed. The tubing was connected to a steel flow but the valve was closed. The well was still equipped for a pumping unit with rods and a stuffing box, but there was not a unit in place. The electric box was not operational. The production equipment site still consisted of only a vertical separator. There were no tanks, and there was no identification posted. I called Russell Stachler to ask what he was doing with the well, as the compliance notice was supposed to be resolved by 3/2/18. He said that the area was flooded for most of the spring and thats why he hasnt got anything done. He claimed that h e has been in touch with Maram Energy to plug the well, but no date has been set. I mentioned that a plugging permit has not been issued yet, and he said that he would start to get the process moving forward with the permit to plug the well.
0734398282 2017-08-30 Production Wells Violations Noted On the day of my inspection I found that the well was equipped for a pumping unit, with tubing and rods. The electric box was still in place, but the unit had been removed. The flow line off of the tubing nipple was connected, but the valve was closed. The casing nipples were disconnected. The production equipment consisted of one vertical separator that was overgrown with vegetation. I found no tanks associated with this well. There was no identification posted for this well. I did not find any leaks or spills. has shown (0) zero barrels of oil and (0) zero cubic feet of gas since 2013, when it changed ownership. This well is idle and incapable of production in its current state. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied.

The well was still equipped with tubing and rods, disconnected and shut in. A plugging permit was issued on 10/12/2018. I called Russel Stachler to ask if he had any solid plans for getting the well plugged. He said that he was in negotiations to possibly sell the well, but if the deal falls through he would have Maram do the plugging. He did not have a date as to when they might be moving in.

1556721462 2019-05-01 Production Wells No Violations On the day of my inspection I found that there have been no changes at the well site. The well is still shut in, with rods and tubing. There was no evidence of any work to equip the well for production, and there were no signs of site prep for plugging. Russell Stachler called me two days ago to let me know that he is still trying to work out a deal to sell all of his wells. He does have a plugging permit, but has no intentions of actually plugging the well anytime soon. I took updated photographs.

The well was not equipped for production and there were no signs that any work had been done in an attempt to produce the well. I have not received a plan of action for the well and I have not received a permit to plug and abandon. I spoke with Russel Stachler to ask about his plan of action. He claimed that he was going to plug the well. He said that he has not applied for a plugging permit yet and he has not contracted anyone to plug the well. I reminded Mr. Stachler that I had requested a written plan of action to be submitted within 30 days of the receipt of the compliance notice. I asked that he get his plan mailed or emailed to me as soon as possible.
