0006282002 2019-01-28 Plug / Plug Back No Violations On the day of m y inspection I found that Randy Moran had a trailer loaded with 4.5 inch diameter casing. He claimed that he got it ripped off at 3100 feet. He also claimed that they washed a total of 8 tons of clay down the well for a bottom plug over the weekend. The clay pile was approximately 40 percent gone. There was still some strong smelling gas trickling out of the well opening. My PPE gas detector did not indicate the presence of H2S. Randy said that he thinks it is Berea gas. I suggested that he wash some more clay on the bottom to ensure that we get clay across the Newburg. They washed another 2 tons down the well and shut down to let the clay settle. Randy was getting ready to transport the pulled casing, and he was not sure if he would be back today. I told him to call me if he is coming back.

1548688117 2019-01-25 Plug / Plug Back No Violations On the day of my inspection I found that Randy Moran was moved in and rigged up to plug the well. Randy already had the tubing and rods out by the time he called to notify me that they were going to plug this well. Randy was moving one of the 100 barrel tanks up to the site and having a load of water delivered. Randy already had the clay delivered. He said that they were working on Saturday. I told him that I would not be out because of the restriction on overtime.
1549311944 2019-02-04 Plug / Plug Back No Violations On the day of my inspection I found that Randy Moran had been out to the well site over the weekend. He said that they were out Sunday to check on the well and it was still gassing, so they washed another 3 tons of clay in. There was a total of 13 tons of clay washed in for the bottom plug. Randy ran a pre-cast cement tapered plug down to the 7 inch casing seat at 941 feet. Then he washed 3 tons of clay on top of the plug to cover the Berea before they started pulling the surface casing. Randy made several attempts to pull the casing and it would not come free. He went in with his ripping tools and worked to part the casing at 340 feet. Randy pulled tension on the casing while he was ripping and the casing started to come free from the seat. Randy got the casing to start coming up the hole and he shut down for the evening. He said that they would be back in the morning to pull the surface casing out.
1549472951 2019-02-05 Plug / Plug Back No Violations On the day of my inspection Randy Moran pulled all 399 feet of the surface casing from the well. Once the casing was pulled they washed approximately 2 tons of clay in. The well filled to surface with fluid that was receding slowly. Randy decided to shut down for the evening to let the clay settle.
1549561996 2019-02-07 Plug / Plug Back No Violations On the day of my inspection I found that the clay and water had dropped out of sight. Randy Moran added another ton of clay and the well filled to surface again. I waited while they loaded one of the 100 barrel tanks up and checked on the clay. It had only fallen about three feet. Randy said that he would be back in the morning to top it off again.
1549645729 2019-02-08 Plug / Plug Back No Violations On the day of my inspection I found that the fluid was back down to 50 or 60 feet. Randy Moran filled the well to surface again. They shoveled slowly, over the course of a couple hours to let the clay settle. Randy said that they would be back out on Saturday to move the rig out and top it off again.
1549908942 2019-02-11 Plug / Plug Back No Violations On the day of my inspection I found that Randy was not working at the site. The well was still open and the clay was down approximately 10 to 15 feet. The rig was down but still on the location. Most of the materials and debris had been removed from the location. I called Randy and he said that they were out on Saturday to top the well off again and to start rigging down. He said that he probably would not be back out until Wednesday.
1550160683 2019-02-14 Plug / Plug Back No Violations On the day of my inspection I found that the clay pile was gone and the well was filled to the surface. Randy Moran excavated the soil around the casing to get down to 36 inches below grade. They cut the casing off and capped it with a steel plate that was inscribed with the permit number. Randy cleared all the remaining materials and debris from the well site and rough graded the best he could with the current weather.
