I was able to contact Clark Daugherty, who claimed that Mike Daugherty was the person handling the well transfer. I tried to call Mike with no success. On the day of my inspection I returned to the site to conduct a more thorough search around the farm house and barn for the gas hook up. The structures on this property are abandoned and I found no domestic gas connections. Mike Daugherty contacted me about the transfer. I asked about the location of the residence where gas was being used, and he said that he would rather meet me at the well and property to walk through it together. I agreed to meet him on the morning of 12/22/17. |

There was a 1 inch diameter rubber line connecting the well casing to a steel line in the ground. The valve at the wellhead was open. The production equipment consisted of one 100 barrel steel tank and one horizontal separator in an earthen containment dike. There was a house gas meter and regulator hooked up at the separator and the valve was open. Correct, legible identification was posted and there were no leaks or spills around the wellhead or tank. There was a portion of the dike that was dug out, rendering it useless for fluid containment. I recommend that the front wall of the dike be repaired prior to the domestic transfer. The only structure within close proximity to t he well was an old farmhouse and barn that appeared to be vacant. I tried to contact the landowner to get information on the location of the residence where the well is providing gas. |
1513953631 | 2017-12-22 | Exempt Well Pre Transfer | No Violations | On the day of my inspection I met with the landowner Mike Daugherty at the well and tank. Mr. Daugherty was concerned about the condition of the main valve and the correct position of the valve for optimal domestic gas use. I advised Mr. Daugherty to contact Mark Fluharty with Northwood Energy in order to familiarize himself with the proper operation of the well. We also looked at the production equipment and I advised Mr. Daugherty that the front side of the containment dike needs to be built up in order to contain fluids in the event of a leak. Mr. Daugherty expressed concern with a piece of capped casing that was set in the dike. I took the lid off and found that there was some debris in the bottom. Finally, I had Mr. Daugherty show me where the well was providing gas. I observed a gas line and regulator outside of his home at 29227 CR 12. The lines were all connected and the valve was open. I called Mark Fluharty to let him know that the dike will need to be repaired. I also asked about the casing. Mark said that it was an access for a buried valve. He also said that he would get with Mr. Daugherty and walk him through the proper operation of the well. |
