2018-03-06 | Production Wells | No Violations | On the day of my inspection I found that nothing had been done at the well site. No attempts had been made to equip the well for production and there were no signs that the sight had been prepped for a service rig to plug and abandon. A permit to plug the well was issued on 11/2/17, but I have not received any correspondence from Gary Hopkins on a plugging schedule. I called Hopco and left a voice message in regards to plugging the well.
2018-04-13 | Production Wells | No Violations | On the day of my inspection I found that there had been no changes at the well site since my inspection last month. I called Gary Hopkins and he claimed that Derrick Buxton was scheduled to move in to start plugging both Moore wells by April 20, 2018. Gary said he would call me as soon as he got word from Buxton.
2018-04-23 | Production Wells | No Violations | During my last conversation with Gary Hopkins I was told that Derrick Buxton was contracted to plug this well and permit 2360, and he would be moved in no later than 4/20/18. On the day of my inspection I found that no equipment has been moved in to either well and there were no signs of any equipment having been to either site to prepare for moving the rig in. I called Derrick Buxton to confirm that he had been contracted to plug the wells but he did not answer his phone. Derrick called me back later in the day and left a message stating that he had two more wells to plug before he got to the Hopco wells, but he did confirm that he would be moving in to start within the next two weeks.
2017-10-10 | Production Wells | No Violations | On the day of my inspection I found that the well was idle and abandoned. I met with Dave Moore while I was inspecting permit 2360. Mr. Moore said that there was another idle well at the back of his corn field and he offered to take me back on a UTV. There was no access road back to the well. Once we got back to the location we could not locate the wellhead. The area was heavily overgrown with vegetation, so Mr. Moore came back with a tractor to clear the brush and small trees away. We did locate the wellhead, which was buried in vegetation. The well head and both nipples were visible. One was equipped with a closed valve and the other connected to steel flow line into the ground. There was also a joint of tubing in the wellhead that was topped with a ball valve. The valve appeared to be closed, but there was gas bubbling out through the water that had collected in the tubing. There was no identification at the well or the tanks. The production records are incomplete, but they show zero (0) barrels of oil and zero (0) cubic feet of gas over the lifetime of the well. The landowner, Dave Moore said that he has been trying to get Hopco to plug this well for years. Mr. Moore alleged that once the well was transferred to Hopco, they came in and took the pumping unit, and it has been idle ever since. The records show that a plugging permit was issued for this well in 2008 and renewed in 2011. I called Gary Hopkins to notify him that I was issuing a compliance notice requiring him to plug the well. Gary claimed that he would get the plugging permit renewed tomorrow and have the well plugged within three months. Gary asked if I could give him a chance to plug the well without issuing the compliance notice. I agreed and stressed that he follow through with his promise. If the well is not lugged by January 10, 2018 I will issue a compliance notice.
2018-08-14 | Final Restoration | No Violations | On the day of my inspection I found that the well site and access road were covered with agricultural crops. There were no oilfield related materials or debris left behind. I found no signs of erosion, and I found no signs that the plugged well was leaking. The production tanks are still in use for permit 2486. This site passes final restoration.
2018-05-08 | Plug / Plug Back | No Violations | On the day of my inspection I found that the well had been cut and capped. The pit was closed and the well site had been graded to meet the contour of the surrounding landscape. There were no oilfield materials or debris left at the well site. The production equipment is still in use for permit number 2486. The 300 barrel frack tank was staged at the top of the field on the side of the township road.
2018-05-01 | Plug / Plug Back | No Violations | On the day of my inspection I found that RB Drilling was rigged up to plug the well. Gary Hopkins with Hopco called me the day prior to report that they hit something downhole when they attempted to run the tubing in for the bottom plug. They ran an impression block today and found that rods were in the hole at a depth of 669 feet. They ran in the hole with an overshot tool and made contact with the top of the rods. RB Drilling pulled 29 rods from the well, but the last two were severely corkscrewed and the last rod was broken off. They ran back in with the impression block to get an idea of what could be used to attempt to gain control of the rods again. The impression showed that the top of the broken rod was fairly straight, so they changed the diameter of the slips in the overshot and went back in. They were able to get ahold of the rods, but when they kept losing them when they started pulling. They ran the impression block in one more time and got a better impression which showed that the rod was broken off one inch above the next socket. They shut down for the day with plans to return the next morning with more slip options.
2018-05-02 | Plug / Plug Back | No Violations | On the day of my inspection I found that RB Drilling was able to get ahold of the broken rods and started up the hole. They pulled 105 rods from the hole. The last rod pulled was rotted off. Gary Hopkins said that he pulled the tubing out of this well approximately 10 years ago and he remembered that the tubing was rotted off at the bottom. RB Drilling ran in with their tools to ensure that there were no obstructions in the well to at least 3000 feet. Then they ran 2.375 inch diameter tubing to a depth of 3199 feet to set the bottom plug. Formation Cementing pumped a 30 sack cement plug above the Clinton sand. The well started circulating during the displacement stage. RB Drilling pulled 10 joints and Formation reverse circulated to clear the cement out of the tubing.
2018-05-03 | Plug / Plug Back | No Violations | On the day of my inspection RB Drilling finished pulling the tubing out of the well. They ran in with their ripping tools to start looking for a telegraph at 2700 feet Derrick Buxton came up the hole in 50 foot increments until they got a telegraph at a depth of 2264 feet. Derrick parted the casing there and started to pull it from the well. The joints were range 1 and the stack got too high on the trailer before all of the casing had been pulled from the well. They will return tomorrow to finish pulling the 5.5 inch casing and then run the tubing back in for the remaining plugs
2018-05-04 | Plug / Plug Back | No Violations | On the day of my inspection RB Drilling pulled the remaining 5.5 inch diameter casing from the well. They ran the 2.375 inch diameter tubing back in to a depth of 2240 feet for the Big Lime plug. By the time they got the tubing ran, the cementers could not come that late in the day. The job was scheduled for Monday morning.
2018-05-07 | Plug / Plug Back | No Violations | On the day of my inspection I found that RB Drilling had the 2.375 inch diameter tubing ran to a depth of 2246 feet. Formation Cementing pumped 200 foot cement plugs at the top of the Big Lime, through the Berea, and at the base of the surface casing. Good circulation was established and maintained through the plugs. I spot checked the Berea plug for cement weight and found the cement slurry was mixed at 14.9 pounds per gallon. Circulation was established quickly when Formation started pumping the surface plug, but I did not see any cement circulated to the surface. Formation ran out of cement and shut down. RB Drilling pulled the last 6 joints of tubing, which showed cement on the third joint. We checked the fluid level once the tubing was out of the hole and found that it had dropped approximately 100 feet. Formation left to get more cement. RB Drilling set a brush and stone bridge at approximately 150 feet. Formation filled the well to surface with cement. The plug was staying in place and RB Drilling fabricated a steel plate for the well
