2017-01-19 | Plug / Plug Back | No Violations | I met Randy at the site in the morning. He ran in with his tools and tagged the top of the clay at a depth of 300 feet. They had another 5 ton load of clay delivered in the afternoon. Randy washed another 2.5 tons of clay in the well filling it to surface again. He shut down for the evening to allow the clay to settle.
2016-12-06 | Production Wells | No Violations | I was contacted by Eric Ashcraft on behalf of Prime Time Energy to report that Randy Moran would be moving in this week to plug the well. On the day of my inspection I found that the fencing had been removed from the entrance point to the well, and the horses had been relocated. There had been recent dozer work to level the access drive to the well, provide space for truck and trailer. No rig equipment had been moved in. It was raining during the inspection and the site was very muddy. I called Randy to get an update on when he plans to move in. He said that the home owner is now petitioning to buy the well and advised me to contact Eric Ashcraft. I called Eric and explained that the well has ben proven to be idle. There was no viable oil or gas production in the time that Tom Whitney tried to produce the well. I also informed him that the well is not currently, nor has it ever been, plumbed to provide domestic gas to the home. The well was ordered to be plugged, and the order was found to be lawful by the Ohio Oil and Gas Commission. Eric agreed with me and he said that he would contact Randy to instruct him to move ahead with plugging the well.
2017-02-24 | Final Restoration | No Violations | On the day of my inspection I found that the landowner had a bulldozer and dump truck parked at the well site. There was a large mound of top soil on the site. The fence had been removed, and it appeared that the landowner was in the process of re-working the contour of the entire area. I had spoken to Randy Moran in regards to the final restoration, and he claimed that Mr. Schonauers son wanted to restore the site. The remaining 100 barrel steel tank and ladder had been removed. The tank battery site was still covered in a layer of gravel, and there were still three short sections of steel flow line laying in the gravel. There was no one present at the time of my inspection. I called Sharon Zolman with Prime Time Energy, since they were the ones who actually paid to have the well plugged. She did not know what the arrangement was with regards to the restoration, but she said that she would investigate and get back to me. I also called Mr. Whitney, but I got no answer. I left a voice message.
2017-01-20 | Plug / Plug Back | No Violations | On the day of my inspection I found that the clay had fallen to an approximate depth of 150 feet. I called Randy to let him know what I found. He said that he didnt know if he would be out today. I requested that he contact me if he is going to be out to wash any more clay in the well. Randy did contact me and I met him at the site. He washed another ton of clay down the well filing it to surface again. We watched it for 30 minutes and the clay stayed at the surface. Randy agreed to let the well sit open over the weekend and top it off on Monday.
2016-07-12 | Administrative Inspection | No Violations | I called Mr. Whitney to ask what his plans were for plugging the well. Mr. Whitney claimed that Prime Time Energy had agreed to plug the well, and his attorney was working on a certificate of assignment in order for Prime Time to apply for a plugging permit.
2017-01-10 | Plug / Plug Back | No Violations | On the day of my inspection Randy Moran had another 9 ton load of clay delivered to the well site. The road conditions were very icy and no further work was done. They have brought in 18 tons of clay so far.
2015-12-16 | Production Wells | No Violations | On the day of my inspection I found that the well was not shut in, as ordered in the temporary restraining order. The casing valve and tubing valve were both open. The well was not operating at the time of my inspection. I took temperature readings at the two 100 barrel storage tanks in order to determine fluid levels. The first tank registered 41 degrees F from top to bottom. The second tank registered 42 degrees F from approximately 6 feet to bottom, and 51 degrees F from 6 feet to top. There was no visible condensation line on either tank. There were dark fluid stains running down the second tank from two plugs and from the shoulder at the top. I took photos of the leaks on the second tank. The plastic line was not buried and the 55 gallon drums were still staged near the wellhead. Identification was still not posted.
2016-12-20 | Production Wells | No Violations | On the day of my inspection I found that the site was prepped, but Randy Moran had not moved in yet. I called to get his estimated time of arrival. He said that he was finished up with the job he was on, and he intended to move in tomorrow.

Nothing has been done in 9 years to bring this well into compliance since the issue of the original violations in 2004. |
2015-07-29 | Production Wells | No Violations | On the day of my inspection I visited the well site with SE Regional Supervisor Brent Bear. We found that the wellhead was still equipped with rods and tubing. There was no pumping unit. The valves at the wellhead were open. There was no pressure on the gauge. We found 2 line connected to a vertical drip and motor valve. The motor valve was open and the drip gauge showed no pressure. We also found plastic 1 line connected after the drip that split at a T fitting with two plastic 1 lines leading to the ground in the direction of a house. The house also had a propane tank and a wood burning outdoor furnace. While on site we met with the landowner Ronald Schonauer. He claimed that the well was not making house gas and he had tied the 1 plastic line in with permit 1212. He claimed that he was getting his house gas from permit 1212. The steel line at the tank battery was also disconnected. We found no identification for the well.
2015-11-20 | Production Wells | No Violations | On the day of my inspection I visited the site with Southeast Region supervisor Brent Bear. We found that the belts on the pumping unit motor were off of the pulley. The casing gas outlet valve leading to the drip was closed. The drip gauge showed zero pressure and the drip outlet valve was closed. The casing gas outlet valve leading to the meter was open. The line terminated after the meter. The combustion engine was connected to a propane tank. The fluid outlet valve on the tubing was open and connected to 1 black plastic line leading to the tank battery. The yellow plastic gas line from permit 1212 was connected to a series of valves and through a small compressor that was connected to the vertical propane cylinder. There was 1 black plastic line leading from the cylinder to the grain dryer. We found 6 full 55 gallon steel drums and 3 fuel containers staged near the wellhead. The tank battery consisted of two 100 barrel tanks. One of the tanks was full and the other contained approximately 5 feet of fluid. No identification had been posted at the wellhead or tank battery.
2015-12-11 | Production Wells | No Violations | On the day of my inspection I visited the site with SE Region Supervisor Brent Bear, and inspectors Bob Roush and John Fleming. We found that the valves on the tubing and casing were open. The plastic line from the casing was connected to a meter that had been tied in with a propane tank and connected to the engine. The steel line from the casing connected to a drip that showed 0 psi and the valve leading from the drip was closed. The flywheel on the engine had been changed to a 12 shiv to allow for more strokes per minute. The 1 black plastic line was still connected and laying on top of the ground where livestock roamed freely. One of the 100 barrel tanks was full and the other was reported to have 62 of fluid by the landowner, Ronald Schonauer. A condensation line was visible on the tank at 36. I took temperature reading with a digital laser thermometer. The full tank was 39 degrees F from top to bottom. The second tank was 39 degrees F below the condensation line, and 46 degrees F above the condensation line. Mr. Schonauer reported that Donald Ridgeway was pumping the well at 12 strokes per minute three or four times a week. He presented a written record of the dates when pumped and the fluid level in the tanks. Photos were taken of the records. The 55 gallon drums of solvent were still staged near the wellhead.
2015-12-22 | Production Wells | No Violations | On the day of my inspection I found that the well was not shut in, as ordered in the temporary restraining order. The casing valve and tubing valve were both open. The well was not operating at the time of my inspection. The polished rod was in the same position as it was on 12/16/15. I took temperature readings at the two 100 barrel storage tanks in order to determine fluid levels. The first tank registered 39 degrees F from top to bottom. The second tank registered 38 degrees F from approximately 3.5 feet to bottom, and 48 degrees F from 3.5 feet to top. There was no visible condensation line on either tank. The plastic line was not buried and the 55 gallon drums were still staged near the wellhead. Identification was still not posted. I spoke with a farm hand who claimed that no one has been out to operate the well in more than a week.
2016-01-04 | Production Wells | No Violations | On the day of my inspection I found that the wellhead had been painted. The valves were open and the polished rod was in the same position as it was on 12/16/15. The bucket of oil at the wellhead had been removed. The gas line from the casing valve to the meter and engine had been removed, as well as the meter. The engine was intact and connected to a propane tank. The six 55 gallon drums had been removed and the open pit near the wellhead had been closed. The black plastic flow line had been removed. I found no evidence that a flow line had been buried. The 100 barrel tanks had been painted, equipped with locking drain valves and bull-plugs. Identification and hazardous material placards had been posted at the tanks. Both tanks contained fluid. I took temperature readings with a laser thermometer and found that both tanks registered 17 to 19 degrees F from top to bottom. I found no leaks or spills. There was no visible connection from the wellhead to the tank battery
2016-01-08 | Production Wells | No Violations | On the day of my inspection I found that Mr. Whitney was at the tank battery heating the tanks with a propane torch in the under tank heater tubes. He claimed that he was heating the tanks for potential fluid pick up on Monday. He confirmed that the well was not currently connected to the tank battery and not being produced. The black plastic line had been removed and no new line had been connected. He claimed that he was following the restraining order and not producing the well. Mr. Whitney repeatedly expressed that the landowner, Mr. Shonauer, wanted the well and the government (State of Ohio) was violating his personal property rights by forcing the well to be plugged. He stated that he believes the potential for down hole issues with the casing was very minimal. He also stated that he had gotten a quote from Phil Moran to plug the well for $15,000.
2017-01-11 | Plug / Plug Back | No Violations | On the day of my inspection Randy Moran attempted to rip the 5.5 inch casing. He started looking for a telegraph at a depth of 3100 feet. Randy came up the hole in 100 foot increments while searching for a telegraph. He attempted to rip the casing at 2500 feet without telegraph, but they could not pull the casing. They did get a telegraph at 2300 feet and Randy ripped the casing. He still could not get the casing to pull, so they come up two joints and ripped at a depth of 2275 feet. The casing still wouldnt pull. Randy loaded the casing with 40 barrels of fresh water and let it set overnight.
2016-01-15 | Production Wells | No Violations | On the day of my inspection I found that both 100 barrel tanks had been drained. There was still no flow line in place to produce the well. I found no leaks or spills and identification was posted.
2016-04-11 | Production Wells | No Violations | On the day of my inspection I found that the well was equipped with a natural gas powered pumping unit. The belts were on the engine, but there was no fuel source and there was no connection to the casing nipple. The tubing and casing valves were open. I found no above ground flow line to the tank battery and no physical evidence that a flow line had been buried. There were no leaks or spills around the wellhead. The tank battery consisted of two 100 barrel steel tanks. I knocked on the side of the tanks to estimate fluid volume. Each tank contained approximately 10 barrels of fluid. The access ladder was equipped with handrails. I climbed the ladder to inspect the tops of the tanks. I found an open bung, closed hatch lids, and a 4.5 inch heater tube that extended approximately 8 to 10 inches above the tank top. The metal was corroded and there were multiple holes in the surface that ranged in size from 1/8 to 3/4 inches in diameter. There were two loose 2x6 boards in place as a foot bridge to move between the tanks. The load valves were locked and equipped with plugs. Identification was posted and I found no leaks or spills around the tanks. There was no dike in place.
2016-11-29 | Administrative Inspection | No Violations | I spoke with Eric Ashcraft in regards to plugging this well. Eric is acting as a representative of Prime Time Energy. Thomas Whitney reported on 7/12/16 that Prime Time Energy was taking responsibility for having this well plugged. Eric said that he and the plugging contractor, Randy Moran, had been out to see the landowner, Ronald Schonauer, recently and they were on hold at Mr. Schonauers request in order to allow him time to relocate his horses and remove the fencing to allow access to the well. He also claimed that Randy was supposed to be out there again this week to meet with the landowner and formulate a plan to get the necessary equipment into the location. I asked Eric to keep me informed of their plan of action and he agreed to do so.
2016-12-22 | Plug / Plug Back | No Violations | On the day of my inspection I found that Randy Moran was still not moved in to plug the well. The driveway/access road was completely covered in ice. I called Randy and he said that he had not been working this week due to illness. He said that he would plan on moving in on Monday 12/26/16 to allow time for the ice to melt off of the access road.
2016-12-27 | Production Wells | No Violations | I was told that Randy Moran was moving in to plug the well on 12/26 or 12/27. On the day of my inspection I found that Randy was not moved in and there was no plugging equipment staged at the well site. I called Randy Moran and Eric Ashcraft. Neither person answered, so I left a voice message. Eric returned my call and said that Randy should be moving in tomorrow morning when the mud is frozen.
2017-01-03 | Production Wells | No Violations | On the day of my inspection I found that the access drive to the well was covered in new gravel. Randy Morans rig was still parked behind the barn. It was raining and the site was very muddy. Mr. Schonauer came out to talk while I was there. He commented that Randy had been in touch and they agreed to wait until the weather changes and the ground freezes before moving the rig. Mr. Schonauer discussed the history of the well with me, and we spoke about the plugging process. I tried to call Randy to get an idea of when he planned to move the rig, but he did not answer.
2017-01-05 | Plug / Plug Back | No Violations | On the day of my inspection Randy Moran moved in and rigged up to plug the well. Randy pulled all of the rods from the well. There was no paraffin and very little oil on the rods. The completion report was never submitted for this well when it was drilled. I was able to find scanned copies of the original cement tickets. Those records show that 8.625 inch casing was set at a depth of 500 feet, and power-mudded with 50 sacks of clay. They also show that 7 inch casing was ran to a depth of 1055 feet, and pulled from the well. Finally, the records show that 5.5 inch casing was set at a depth of 3538 feet, and cemented with 35 sacks of class A cement. There are no records of conductor casing being set in the well. Randy and I discussed digging around the wellhead to confirm the presence of conductor casing that may not have been reported. I also spoke with Eric Ashcraft, representative for Prime Time Energy, in regards to a proposed plugging plan and the volume of clay required to follow that plan. Eric claimed that he would be purchasing the plugging clay from Logan.
2017-01-09 | Plug / Plug Back | No Violations | On the day of my inspection I found that Randy had shut the valves on the casing and packed the casing head of with one joint of tubing open to vent the gas. There was no gas left on the well. There was approximately 800 feet of fluid in the bottom of the 5.5 inch casing. They had a 9 ton load of clay delivered from Logan Clay. Randy washed approximately 3.5 tons of clay down the 5.5 inch casing and shut down to let the clay settle overnight.
2017-01-18 | Plug / Plug Back | No Violations | On the day of my inspection I found that all 500 feet of the 8.625 inch casing had been pulled from the well. There was 10 inch conductor casing visible at the surface, but the depth is unknown. Randy Moran claimed that prior to pulling the surface casing he had set a pre-cast cement plug on the 7 inch seat at a depth of 1055 feet. He also claimed that that there was approximately 50 feet of clay from the surface casing mud job that had fallen downhole when he pulled the casing. I had Randy run in with his tools to tag the top of the plug. The tools set down at a depth of 1010 feet. Randy then washed approximately 7.5 tons of clay down the well, filling it to surface. They shut down for the night to allow the clay to settle.
2017-01-23 | Plug / Plug Back | No Violations | On the day of my inspection I found that the clay had fallen back down to approximately 100 feet. I called Randy Moran, and he said that he would not be out today due to the weather.
2017-01-24 | Plug / Plug Back | No Violations | On the day of my inspection I met Randy Moran at the well site to check the clay depth. The clay was down approximately 150 feet. | 1485445081 | 2017-01-26 | Plug / Plug Back | No Violations | On the day of my inspection I found that the water was at the top of the hole. I called Randy Moran and he said that he was not coming out today due to the weather. He said that he would be out tomorrow to top it off with clay, and to get the rest of the production casing loaded and hauled away.
2017-01-28 | Administrative Inspection | No Violations | Randy Moran called to notify me that he was at the well site and found the water to still be at the surface. He claimed that the clay was down 20 feet. He said that he topped the last 20 feet of with dry clay. He also said that he was going to cut the casing off and cap it with a steel plate. I reminded Randy that he must use a plate and he could not orange peel the casing. Randy sent me a photo showing the well capped with a steel plate that was inscribed with the permit number.
2017-02-01 | Plug / Plug Back | No Violations | On the day of my inspection I found that the well had been covered up and the site had been graded out. The 5.5 inch casing had been removed. The 100 barrel water tank and all other plugging materials had been removed from the site. There was still one 100 barrel tank, a ladder and some flow line left behind at the tank battery site. The dike and gravel were still in place. Randy Moran said that he will remove the tank and equipment. He also alleged that the landowner wants to do the reclamation.
2017-05-04 | Final Restoration | No Violations | I received a signed copy of the landowner waiver (form 5) from Mr. Whitney for the final restoration of the well site. On the day of my inspection I found that all oil well related materials and production equipment had been removed from the property. The Schonauers were in the process of grading the well site to their specifications to install a new grain bin. The gravel where the tanks were set was still in place. I met with Ronald Schonauer while I was at the site. He said that they wanted to keep the gravel from the tanks. He also said that they would take care of all the grading and seeding of the site. He did not know of any remaining materials or debris that still needed to be removed. There was not a separate lease road to the well, as it was accessed from the main farm driveway. This site passes final restoration with a landowner waiver for backfill and grade wellsite and establish vegetative cover at wellsite.
2015-12-18 | Production Wells | No Violations | On the day of my inspection I found that the well was not shut in, as ordered in the temporary restraining order. The casing valve and tubing valve were both open. The well was not operating at the time of my inspection. The polished rod was in the same position as it was on 12/16/15. I took temperature readings at the two 100 barrel storage tanks in order to determine fluid levels. The first tank registered 14 degrees F from top to bottom. The second tank registered 13 degrees F from approximately 6 feet to bottom, and 21 degrees F from 6 feet to top. There was no visible condensation line on either tank. The plastic line was not buried and the 55 gallon drums were still staged near the wellhead. Identification was still not posted.
2015-12-15 | Administrative Inspection | No Violations | I witnessed a temporary restraining order issued by Judge Robert Batchelor in the Common Pleas Court of Coshocton Co. Ohio ordering Thomas Whitney to cease and desist all oil and gas production from the Lulu Schonauer 1. A full hearing is scheduled for 12/29/15. The document was recorded in Journal 301, Page 647.
2016-12-28 | Production Wells | No Violations | On the day of my inspection I found that Randy Morans service rig had been moved onto the property. It was staged behind the barn. I called Randy and he claimed that it was too muddy, and the landowner had been out expressing concerns about tearing up the property with all of the mud. Randy said that he would not be out today because he had to go to court, but he would plan on coming out Thursday morning.
2017-03-10 | Final Restoration | No Violations | On the day of my inspection I found that no further progress had been made with the restoration of the well site or tank battery location. I recently spoke with Sharron Zolman of Prime Time Energy and Thomas Whitney about who is responsible for the restoration and getting a landowner waiver from Mr. Schonauer.
2016-02-05 | Production Wells | No Violations | On the day of my inspection I found no fuel source connected to the engine. I found no evidence of a flow line to the tank battery and both 100 barrel tanks were empty. Identification was posted and I found no leaks or spills.
2017-01-13 | Plug / Plug Back | No Violations | On the day of my inspection Randy Moran got the 5.5 inch casing ripped off at 2200 feet. He pulled 20 joints and started running clay. They washed another 6 tons of clay down the well. Randy pulled the remaining 5.5 inch casing from the well. I spoke with Randy concerning the upcoming federal holiday on Monday 1/16/17 and he agreed to not run any more clay into the well until 1/17/17. He said that he would be out to pull the 8 inch casing.
2017-04-13 | Final Restoration | No Violations | On the day of my inspection I found that the well site was still bare with a large mound of stockpiled soil. The tank battery site was still in place with gravel and a tank ladder. I met with MR. Ronald Schonauer to discuss the restoration. Mr. Schonauer claimed that he and his son wanted to restore the site. They were putting in a new grain bin and they were staging the soil on the old well site. He also said that they wanted the gravel from the tank site. I asked him if he had been approached by Whitney or Zolman with a landowner waiver. He said that Whitney sent him one over a month ago, but it was still sitting on his kitchen table. I went over the form with Mr. Schonauer and explained to him that if he wants to restore the site, then he needs to get the waiver signed and sent back to Whitney. I also told him that if he wants Whitney to do the work then he needs to let me know so they can get started. When I left Mr. Schonauer claimed that he would sign the waiver and get it mailed back to Whitney.
2016-01-21 | Production Wells | No Violations | On the day of my inspection I found that the well was not in production. There was no flow line to connect the wellhead to the tank battery. Both of the 100 barrel tanks were empty. I found no leaks or spills.
2014-09-12 | Production Wells | No Violations | This inspection correlates with order 2014-128. On the day of my inspection I found that the well was equipped with rods and tubing. The valve leading to the drip bottle was open. The valve to the flow line was closed and the line was disconnected. There was 1 yellow plastic line leading from the drip bottle into the ground in the general direction of a residential structure. The gauge between the drip and the house gas line showed 0 psi and the valve was open. The tank battery was overgrown with vegetation and there was no identification posted. The 2 steel line coming out of the ground from the direction of the well was cut off inside of the dike. There has been no change in the condition of this well since the previous inspection. In its current state the well is not capable of production. There have been no efforts made to begin plugging this well.
2015-10-14 | Production Wells | No Violations | On the day of my inspection I found that the wellhead had been equipped with a pumping unit. The lines were connected, the valves were open, the motor was intact and the polished rod showed signs of recent use. I found 1 black plastic line connected to buried steel line that then entered the ground in the direction of the house. I also found 1 plastic line leading to and connected to a grain dryer. There was 2 steel line leading from the wellhead to a vertical drip, through a series of valves and into a horizontal cylindrical propane style tank. The gauges both showed pressure. There was also a gas meter on the gas line to the pumping unit motor that showed 85 cubic feet. The steel lines at the tank battery were still disconnected. I found 1 plastic line leading from the ground at the fence that was beyond the series of valves and cylindrical tank that ran along the fence line and fed into the hatch on the top of one of the 100 barrel tanks. One of the tanks was full, one was empty. The weeds had been cut down at the tank battery and the tanks had been re-set on mounded gravel. I found no leaks or spills at the wellhead or tank battery. There was still no identification posted.
2016-03-21 | Production Wells | No Violations | On the day of my inspection I found that the well was equipped with a natural gas powered pumping unit. The belts were on the engine, but there was no fuel source and there was no connection to the casing nipple. The tubing valve was open. I found no above ground flow line to the tank battery and no physical evidence that a flow line had been buried. There were no leaks or spills around the wellhead. The tank battery consisted of two 100 barrel steel tanks. The load valves were locked and equipped with plugs. Identification was posted and I found no leaks or spills around the tanks. There was no dike in place. Both tanks were empty. I found no apparent flow line connection at the tanks.
