1676510587 | 2017-07-14 | Production Wells | No Violations | I was contacted by Dwayne Dugan to request an inspection on this well. Dwayne is working on an agreement to transfer the well to the landowner for domestic use. He asked if I could meet with a third party contractor to look at the site. On the day of my inspection I met with Pat Romine and we walked up to the well site. The vegetation had been cleared along the access road and well site. The road was washed out and heavily rutted in the center. Pat claimed that he planned to repair the road and cut a drainage ditch to divert the rain water from the road. The well was equipped with a natural gas powered pumping unit, and the production equipment consisted of one 100 barrel steel tank, one 50 barrel steel tank and a vertical separator. Pat said that they will remove the pumping unit, the rods and tubing, and the existing production equipment. He also said that they will remove the associated flow line and the sales line. He said that they would be installing a 26 barrel poly tank and rebuilding the dike. The only compliance issues I found was a two foot diameter area of old black staining around the wellhead, and no identification. I told Pat that the new tank needs to be a minimum of 50 feet from the wellhead; the old paraffin/oil needs to be removed from around the wellhead, and identification must be posted on the new tank. I also told him that the access road must stay in place, and vegetative cover will need to be re-established on the well site after the work is completed. |

He claimed that his contractors had been run off by the landowner, and they had a court order to prevent him from entering the property to access his well. He asked if I could stop by on my was out to do a quick inspection and let him know the status of the well. I found that the rods and tubing were laid down on the ground next to the wellhead. The well was equipped for house gas with a swage and drip. The soil directly around the wellhead was saturated with oil, and there was quite a bit of oil staining in the soil around the general area of the wellhead. There was a 20 barrel ploy tank set in the dike. There was a No Trespassing sign posted at the lease road entrance. No one came out to the site while I was there. I took some digital photographs of the site and left. I called Dwayne to let him know what I had found. |
