1432127935 2012-09-19 Production Wells No Violations On the day of my inspection I found that the well head was equipped with a plunger lift system and connected to a tank battery that consisted of one 100 barrel stock tank, one separator and an earthen dike. Proper identification was posted and I found no leaks or spills around the well head or tank battery. No violations at this time.
1509985366 2017-04-04 Production Wells No Violations I was contacted on 4/3/17 by Scott McEwen with NGO and Terry Whitehair with DOGRM to report a tank release inside of containment. I spoke with Scott and he said that the release was discovered by the pumper at 09:00 that morning. He said that it was caused by a load valve failure, and he estimated 5 to 8 barrels of oil released inside of the dike. Scott said that they just had the oil hauled from the tank on 4/2/17, so there would have been a maximum of 8 barrels left in the bottom of the tank. Scott said that they had started the clean-up and everything was contained. I told him that I would be out on 4/4/17 to inspect the site. On the day of my inspection I found that the bottom of the earthen dike was covered in a layer of peat moss that was partially saturated with crude oil. There were no pools of oil and there were no signs that any of the oil had escaped containment. I called Scott to ask what they had done and what their plans were. He said that they brought in a vacuum truck to suck up as much oil as they could. Then they dug a sump in the dike and pushed the oil into the hole to be vacuumed out. Finally, they brought in a water truck to flush the dike with fresh water, and they pushed the remaining fluid into the sump to be vacuumed out. Once they removed as much fluid as possible they covered the area in peat. Scott did not have any more information on the plans for complete remediation of the dike. I told him that the oily peat and any remaining impacted soil will need to be removed from the dike and hauled away within two weeks. Scott agreed to have it done as soon as possible. They had a new valve installed on the 100 barrel tank.
