One of the casing valves was open and the other was closed. There was pressure on the gauges. There was a vertical separator back at the well site. There was pressure on the gauge and the valve was open. The tank battery consisted of one 100 barrel steel tank and one 20 barrel poly tank. The poly tank was cracked open on the top and didnt appear to be in use. An earthen dike was in place. The elbow on the 2 riser for the 100 barrel tank was leaking. There was oil splattered up the side of the tank and there was a 5 foot semi-circle of oil of crude oil on the ground around the tank. No oil had escaped the dike. There was identification posted on the tank battery for Poorboy Exploration, and there was a chart that was dated 3/17/16 for the Jones 1 & 2 which showed production. No production has ever been reported for this well. I called David Bonar and met with his pumper Jerry Addy, who both openly admitted to producing this well. I told Jerry that the well had to be shut in until the ownership was straightened out. I also told him that the leak must be addressed and the oil in the dike must be cleaned up. |

We found that a five gallon bucket had been placed under the heater tube opening to catch the oil that was leaking. The oil impacted soil and gravel around the tank was still in place and there was still a 3 foot diameter hole that had been dug in the dike that was full of water and crude oil. The tank appeared to be leaking from the bottom seam as well as the heater tube. There was also a cracked 20 barrel poly tank in the dike that still needs to be removed. We walked back to the wellhead and found that the valves were open on the tubing and casing. The valve leading to the separator was closed and the valve leading from the separator to the flow line was closed. There were no leaks at the wellhead or separator. I called Emergency Operations Coordinator Josh Schiering to report the contamination. He met us at the site to collect photos and begin his investigation. David Bonar of Poorboy Exploration was issued a compliance notice on 3/22/2016 via phone call. I also met his pumper Jerry Addy in person regarding the compliance issues. The 100 barrel steel tank and the 20 barrel poly tank must be removed from the dike. All contaminated soil and gravel must be excavated from inside the dike and hauled to an approved landfill, and a copy of the manifest must be provided. |
