1533652832 | 2018-08-07 | Production Wells | Violations Noted | I received a request from the DOGRM enforcement section to confirm the status of this well, as there have been zero (0) barrels of oil and zero (0) cubic feet of gas production reported for this well since 2013. I found one 100 barrel steel tank and one 20 barrel poly tank on the side of TR 325, close to where the well coordinates were plotting. Both tanks were empty and overgrown with vegetation. There was a correct, legible identification sign for the Crawford 1 well posted on the tank. I found what appeared to be an access road next to the tanks. The road was fairly clear and easily passable on foot or by ATV. The access road eventually terminated, and I followed the electric line through the forest to locate the well. The electric line was hanging in the trees and laying on the ground in some sections. I found that the well was equipped with an electric powered pumping unit. The motor, drive belts and electric were intact. The breaker switch in the box was in the off position. The flow lines were connected at the wellhead and the tubing valve was open. The gauge on the tubing nipple showed 25 pounds. The pumping unit was overgrown with vegetation. The surrounding area was grown up in thick vegetation, and there were no signs of recent vehicle or foot traffic. I found another tank and separator up near the wellhead. The equipment was heavily rusted, overgrown with vegetation, and in a general state of abandonment. I found no domestic gas connections at the wellhead or tanks. When I reviewed aerial images of the parcel where the well is located, I found no signs of an inhabited structure. This well is not being commercially produced and it is not providing domestic gas. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per ORC 1509:13(B)(7), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied. |
1541078896 | 2018-11-01 | Production Wells | No Violations | I was contacted by the owner of Ponderosa Consulting, Bob Breneman, in response to a compliance notice to plug an idle well. Bob claimed that the well was being used for domestic gas at a cabin on the property, and he agreed to meet me there to confirm his claim. On the day of my inspection I found that the well was in use for domestic gas at a cabin that is owned by Mr. Brenemans in-laws, the Crawfords. He showed me the external gas line, drip and regulator on the cabin. He also opened the cabin up to demonstrate that the lighting and heat were ran off of the gas from the Crawford 1 well. I found that there was an access road that branched off of the cabin drive and led up to the wellhead. I advised Mr. Breneman to possibly meter the domestic gas usage for his annual production report, or to consider registering the well as an exempt domestic. Although this well is not being produced commercially, it is being used for domestic gas, and therefore not idle. The compliance notice to plug the well is resolved. |
