There was a film of residue on the surface at both points. The rest of the stream was running clear with no visible sheen or pockets of crude oil. The marshy area had been treated with Bio Sorb. I did not observe any sheen or crude oil in the water at the marshy area. The impacted soil was still staged inside of the dike. Coshocton Pipeline had brought in a load of new soil to reinforce the front wall of the dike. I did not observe any type of fluid leaching from the dike. I called Dwayne McElhany of Coshocton Pipeline to ask about the dike. He said the they were waiting for instruction from Jim Aslinides, owner of MFC Drilling, to move forward with the dike excavation. I suggested that Dwayne bring a water truck in to skim the last of the residue from the surface of the two pools in the stream, and then remove the siphon dam and all booms to allow the stream to flow naturally. |

1461853264 | 2016-04-26 | Production Wells | No Violations | I was contacted at 11:00 by Jim Aslanides of MFC Drilling to report a spill outside of containment. The initial report was that a brass load valve had failed on a 210 barrel tank, releasing approximately 60 barrels of brine and 8 barrels of oil into the earthen dike. It was also reported that approximately 2 barrels of oil had ran over the dike wall and made it into a stream. I called the Emergency Operations duty number to notify Scott King. He then notified Joshua Schiering who met me at the site. When I arrived on location I spoke with pumper Ray Dillon and contractor Dwayne McElhany. Ray said that the spill was discovered on 4-25-16 around 16:00. I found that the fluid in the dike had been vacuumed out with a water truck. The soil and gravel inside of the dike was contaminated with brine and crude oil. There was a visible path from the dike, downhill to a drainage ditch running parallel with the lease road that was stained with oil, and there were small pools of oil standing in the ditch. The fluid then left the ditch and entered a culvert collection point that was thick with cattails and woody vegetation. The flow entered the culvert, under TR 256 and into a small intermittent stream running east to west toward Center Creek. The crew from Coshocton Pipeline, a contractor for MFC, had set up absorbent booms and pads at various points along the stream. Upon walking the stream I found that the pockets of crude oil were mostly contained by the booms, and the visible sheen dissipated approximately 1500 feet downstream from the point of origin. I did not observe any impacted fish or wildlife. Josh and I collected water samples from the entry point and at the furthest point where there was a visible sheen to field test for chlorides. The chloride content in the sample at the entry point was under 200 ppm, and the chloride content in the sample 1500 feet downstream was negligible. Coshocton Pipeline had installed a siphon dam at the point of entry, and there were fresh absorbent pads and boom at various intervals along the stream. The crew had concentrated a high volume of booms and pads at a collection point that was reinforced by a natural dam of woody debris. I found no visible crude oil or sheen downstream from that final collection point. The crew was instructed to remove the booms between the siphon dam and the final collection point in order to allow the stream to flow at a higher rate. They also walked the stream with shovels and a leaf blower to push the remaining oil to the collection point where it could be pulled up with a vacuum truck. Dwayne McElhany removed the layer of top soil that had been impacted outside of the dike and staged the soil in the dike for removal. He also removed the impacted soil in the drainage ditch. Once the stream has remediated, Coshocton Pipeline will focus their efforts on removing the storage tanks and excavating all contaminated soil from inside the dike to be hauled to an approved landfill. |
