I called and left a message with Ron Romanetti in regards to getting the restoration finished. He returned my call and claimed that he was awaiting authorization from Devon energy to complete the work.

They were in the process of replacing the blind rams on the blow out preventer (BOP). Doug Plummer of Devon Energy reported that the blind rams failed to open after the BOP test. The charts indicated the BOP passed all pressure tests at 5000 psi. There were no leaks or spills. No violations at this time.

0801677315 2018-02-14 Production Wells No Violations I received a phone call from Eric Brown with Geopetro to let me know that he got the identification sign updated. He also said that he has submitted his application and associated fees to continue the temporary inactive status through 2018. On the day of my inspection I found that the identification sign at the site entrance gate had been updated with the correct information.
0894933605 2019-02-27 Temporary Inactive Well Status No Violations I received a copy of Chiefs Order 2018-399 in December of 2018 which stated that Geopetro was denied another year of temporary inactive status. The well status has since been changed to SI (shut in). On the day of my inspection I found that the identification sign at the access road entrance gate was updated with Geopetros information. The gate was unlocked and open. The access road was still in good condition and easily passable with a passenger vehicle. The well pad was still in good condition and free of debris. The restored land along the access road and around the perimeter of the well pad was 95% covered with established vegetative growth. There were some bare spots, but there were no issues with erosion. The well was equipped with a wellhead and two gate valves. The wellhead was capped and the valves were closed. The cellar was covered with a steel grate and full of water. There was a steel tubular barrier around the wellhead. There were no signs of fluid or gas leaks from the wellhead. The water in the cellar was covered with a layer of ice. I called Eric Brown with Geopetro to get an update on the plan. He did not answer so I left a voice message.
1004003740 2015-04-02 Drill / Deepen / Reopen No Violations Per the request of the County Inspector I looked at the well and the site in response to an application for Temporary Inactive Status with him. The wellhead area is acceptable. East of the well pad is not reclaimed and some erosion issues have been formed. There have been people with 4 wheel drive vehicles try going up the east wall. The lease road is acceptable. The well has been drilled and cased but never completed. There are no tanks at the site.
1179550804 2015-05-18 Preliminary Restoration No Violations On the day of my inspection I found that the preliminary restoration work had not been started. I found substantial erosion after two days of rainfall. I tried to contact Ron Romanetti of ROC Services, and left a message for him to return my call. I contacted Jillian Mershon of Devon Energy, to inquire about the restoration issues. She claimed she would get me an answer with the next two days. Ron Romanetti returned my call. He claimed he was waiting for his contact from Devon, Brian Schmitt, to give the word to move in and get started.
1304837933 2015-04-07 Production Wells No Violations I contacted Devon Energy to report that I found evidence of camp fires, firearms use and atv use on their drill pad. I requested that they secure the pad to prevent trespassing. I also requested that they address the erosion issues to complete the preliminary restoration before temporary inactive status will be considered.
1327966618 2012-11-08 Drill / Deepen / Reopen No Violations On the day of my inspection Patterson Drilling #254 drilled a 12.25 hole on fluid to 1125. They ran 9.625 casing to 1125 and picked up 1 off bottom. Patterson #254 circulated the hole with their mud pump for approximately 2 hours. Halliburton pumped 25 barrels of gel spacer, followed by 380 sacks of cement. They displaced with 10 barrels of fresh water and 72 barrels of salt water, landed the plug and bumped the plug to an additional 500 psi. There was good circulation throughout the job with approximately 12 barrels of cement returns.
1349443101 2012-10-04 Drill / Deepen / Reopen No Violations On the day of my inspection I found that the lease road was cut and 90 percent graveled. Drainage and erosion control measure were in place; culverts were installed and the berms were seeded. The drill pad was still under construction. Butchs Rathole Svc was drilling a 30 conductor hole with a track mounted auger bit, they were at a depth of 45. New 20 conductor casing and new 13.375 casing was staged on location. No violations at this time.
1349462663 2012-10-05 Drill / Deepen / Reopen No Violations On the day of my inspection I found that Butchs Rat Hole Svc had drilled a 30 hole to 91 with an auger style rig. They ran 85 of 20 110lb/ft conductor casing, fitted with a float shoe/cement retainer. They stung into the float shoe with 3.5 casing. Petroset broke circulation, pumped 200 lbs gel, followed by 370 sx cement. Good circulation was maintained throughout the job. The cement was just starting to circulate to surface when the truck ran out. The fluid level did not fall when they shut down. My recommendation to the crew was to let the cement set up, tag the cement top, and either grout it to surface or use ready-mix cement.

1352134092 2012-11-04 Drill / Deepen / Reopen No Violations On the day of my inspection Patterson Drilling #254 drilled a 17.5 hole on fluid to 442. They ran 13.375 casing to 442 and picked up 2 off bottom. Patterson #254 circulated the hole with their mud pump for approximately 2 hours. Halliburton pumped 25 barrels of gel spacer, followed by 5 barrels of fresh water and 111 barrels (510 sacks) of cement. They displaced with 62.72 barrels of fresh water, landed the plug and bumped the plug to an additional 500 psi. There was good circulation throughout the job with approximately 45 barrels of cement returns.

The drill pad was fenced with orange temporary fencing. The ground was snow covered . Identification was posted on the gate at the lease road entrance.
1428079118 2015-04-02 Production Wells No Violations I received an application for Temporary Inactive Well Status. This well has been drilled, but not completed. It has been sitting idle for 2 years 5 months. On the day of my inspection I found that the wellhead was shut in and fenced. I found no leaks or spills around the wellhead. Identification was posted at the gate, but not at the wellhead. There was no tank battery or production equipment associated with this well. The lease road was in good condition. There were a few areas along the road that were starting to erode. There was also an area on the lower side of the well pad that was starting to wash out and erode. Good vegetative cover for erosion control has never been established around the well pad. Additionally, I found evidence that people have been riding off-road vehicles, burning small fires and shooting firearms on and around the well pad. I recommend that the well pad be fenced. I do not recommend that temporary inactive status be granted until the preliminary restoration is complete.

Service Co., at the well pad to discuss the work needed to complete the preliminary restoration. We walked the site and the lease road to identify the problem areas. Mr. Romanetti claimed he would relay the information to Devon Energy and get started as soon as possible.

On the day of my inspection I found that there were no personnel or equipment on location. No work had been started.
1434119852 2015-06-11 Preliminary Restoration No Violations On the day of my inspection I found that hydro-seed had been applied to all of the bare areas throughout the length of the lease road and around the entire well pad.
1436451332 2015-07-09 Preliminary Restoration No Violations On the day of my inspection I found that 95% of the areas that had been graded and hydro-seeded were growing with well established grass. I found one area along the lease road where the grass didnt germinate. I also found that the area on the lower well pad wall where the major wash out had occurred was washing out again. I contacted Ron Romanetti of ROC Services to discuss the issues. I suggested that they burry a drainage pipe in the wash out to divert rain water run off. I also requested that the bare area along the lease road be re-seeded. Romanetti said that he would be out of state until the first of August, and he would address the issues upon his return.
1445608649 2015-10-23 Preliminary Restoration No Violations On the day of my inspection I was contacted by Ron Romanetti of ROC Services to notify me that he was out to address the remaining issues with the restoration. I found that the bare hillside along the lease road had been covered with top soil, seeded and covered with straw. The washed out erosion ditch had been graded up and filled with rip-rap and the disturbed area around the drainage ditch had been seeded an covered with straw.

It has been sitting idle for 3 years 5 months. On the day of my inspection I found that the wellhead was shut in and the gauge showed zero (0) psi. The cellar was full of water. It was covered with a steel grate and fenced with tubular steel. The mouse hole casing was capped. I found no leaks or spills around the wellhead. The entrance was gated and locked. Identification was posted at the gate, but not at the wellhead. There was no tank battery or production equipment associated with this well. The lease road and well pad were in good condition. There were still a few bare areas along the lease road, but there was no erosion. Approximately 90% of the site and lease road berms were covered in vegetation.
1466174054 2016-06-17 Preliminary Restoration No Violations On the day of my inspection I found that 95% of the disturbed area bordering the lease road and well pad were growing with well established vegetation. There were four relatively small areas where the grass had died, but the roots were still binding the soil and there were no erosion issues. This site passes preliminary restoration.

Eric said they will use that data to determine their course of action with regards to plugging the well or completing it for production.

The road was still in good condition. There were some bare areas along the perimeter of the road, but there were no wash-outs or erosion. The well was still shut in and surrounded with a steel barrier. There were no signs of leaking around the wellhead components. I called Geopetro to ask that they get new identification posted to reflect the current well owners.

Eric said that he would take care of it right away. On the day of my inspection I found that the sign at the gate had not been updated and there was not any form of identification at the wellhead.

2044919153 2017-09-11 Production Wells No Violations This well recently changed ownership, so I came out to inspect the well site. I found that the identification sign at the entrance gate had been removed. The access road was in good condition. There were a few bare spots on the banks along the access road, but there were no erosion issues. The well site was clear of materials and debris. The wellhead was shut in and there was a barrier around the cellar. The gauge had been removed from the gate valve on the wellhead. There was water in the bottom of the cellar. I did not see any bubbling or discoloration in the water. There were no indications that the well was leaking. I called Eric Brown with Geopetro to ask what their plans were. Eric said that they planned to do one stage of the frac in order to assess the potential productivity of the well. He said that if the well didnt show anything they would most likely plug it. I left Eric know that the temporary inactive status year 3 permit expires on February 24, 2018. I also asked Eric to get a new identification sign posted at the gate.
