The spilled oil from the rig repair had been cleaned up.

The permit was posted and there were no sags or tears in the pit liner. I did notice some engine oil around the rig. I requested that they get some peat down to soak up the oil.
0917973789 2014-11-12 Plug / Plug Back No Violations On the day of my inspection Mike Wheeler attempted to pull the 7 casing. He got it 15 out when the casing got hung up. He ripped the 7 casing at 800 and pulled it from the well. Then they set a pre-cast cement plug on top of the 5.5 casing at 1310. They washed approximately 7 tons of clay down the well when it filled to surface. I requested that they leave the well open to let the clay settle overnight.

Then they ran new 8.625 casing equipped with two centralizers. Cemenco cemented the casing to surface with 170 sacks of class A cement. Circulation was established during the displacement stage, with approximately 3 barrels of cement returns. The cement top fell approximately 30 when Cemenco stopped pumping. I requested that Mackenco top the casing off with sack cement the following day.

1400780515 2014-05-22 Drill / Deepen / Reopen No Violations On the day of my inspection I found that Wheeler Drilling had set 64 of 11.75 conductor casing. They were drilling at a depth of 110 with a 10.75 bit. The permit was posted, and there were no sags or tears in the pit liner. I found an area approximately 10 ft by 10 ft that contained small puddles of motor oil from a rig repair. I requested that the drilling crew get it cleaned up immediately.
1402062038 2014-06-06 Casing String Witnessed No Violations On the day of my inspection I found that Wheeler Drilling had drilled an 8 hole to a depth of 1020 and ran new 7 intermediate casing. Cemenco power-mudded the casing to surface with 4.4 tons of clay.

The tools were reported to be at approximately 3000. They were able to get hold of the tools and get them started up the hole. They were not successful at recovering them while I was on location.

They cut the collars and welded the bottom 511 of the casing to meet the annular spacing requirements. Cemenco had cemented the casing with 35 sacks of class A cement. Wheeler was drilling out the wiper plug at the time of inspection.
1415803117 2014-11-10 Plug / Plug Back No Violations On the day of my inspection Mike Wheeler tagged the cement bottom plug at 2580. They ripped the 5.5 casing at 1310. Mike Wheeler reported that they had washed 8 tons of clay down the annulus of the 5.5 casing in the early stages of well completion.

The site had been graded to the approximate original contour. The site and access road were 100% covered in agricultural crops. This site passes final restoration.
